About this file
This document provides electronic submission instructions for vendors participating in the Rocky Mountain E-Purchasing System (BidNet), which is used by the Colorado Department of Public Health and Environment (CDPHE) and multiple other governmental entities. The BidNet platform serves as a centralized online system where participating public entities post bids, quotes, proposals, addendums, and awards. Vendor registration is free, though vendors may elect to pay an annual fee for automatic email notifications of solicitations matching their vendor profile. Vendors without the email notification upgrade are responsible for regularly monitoring the website to remain aware of business opportunities and any changes to existing solicitations. There are no specified response dates, due dates, site visits, bidder meetings, or award dates referenced in this submission instruction document.
Key submission requirements include registering on the system before attempting to submit a proposal and using the "Place a Bid" button when ready to respond to a solicitation. Vendors are strongly advised to complete registration well in advance and submit proposals no later than one hour before the deadline, as the submission portal closes automatically at the stated deadline regardless of completion status. Submissions typically upload within five minutes, and BidNet sends an email confirmation upon successful upload. For technical support, vendors must contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2, rather than the procurement contact. All inquiries, questions, or concerns regarding the solicitation itself should be directed to the procurement contact via email. The document emphasizes that no proposals will be accepted after the specified deadline and that vendors should not delay registration or submission due to potential technical issues.

Exhibit A Electronic Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.
Things to remember:
a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.
b. The solicitation submission application typically uploads proposals within five minutes.
Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.
c. BidNet will send an email confirmation if the proposal was uploaded correctly.
d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
