About this file

This is a scope of work document prepared by KOMPAN, Inc. for the City of Bridgeport, Connecticut Department of Public Purchases regarding the Bryant School Paving and Site Work project located at 230 Poplar Street, Bridgeport, CT. The project scope includes demolition and removal of existing playground structures and chain link fencing with associated concrete footings, site preparation involving approved subbase material installation with grading and compaction, drainage installation outside the playground footprint with connection to the existing main storm drain, and new asphalt installation to match surrounding paved areas in elevation, slope, and appearance. Following completion of the site work, KOMPAN will install playground equipment directly through the new asphalt surface followed by surfacing installation. Electronic bid submissions are due by 2:00 pm on Tuesday, March 24, 2026, through the City's OpenGov Procurement Portal. The deadline for submitting written questions is 2:00 pm on Monday, March 9, 2026, and bidders must monitor the procurement portal for any issued addendums.

No pricing information, set-asides, incumbent contractor details, or funding sources are specified in this scope document. The project represents a preconstruction approach approved following a preconstruction meeting held on January 20, 2026, with the optimal construction method involving installation of playground equipment and surfacing directly on new asphalt rather than alternative substrates. The document addresses contractor responsibilities for furnishing all labor, materials, equipment, and supervision necessary to complete the outlined work at the project site.

Subject: Bryant School – 230 Poplar St. Bridgeport, CT 06605

Dear Bryant School Design and Construction Team, After the preconstruction meeting on Tuesday, 1/20/2026 the KOMPAN construction team decided an alternative method of construction and sequencing is optimal moving forward.

Installing the playground and surfacing directly on top of new asphalt is optimal for various reasons including drainage, sequencing, and site simplicity. Asphalt is an excellent substrate for pour in place rubber. Please find the updated scope needed to achieve this approach.

Contractor shall furnish all labor, materials, equipment, and supervision necessary to complete the following work at the Project site:

1. Demolition & Removal o Remove and dispose of all existing playground structures, including all associated concrete footings.

o Remove and dispose of the existing chain link fence, including all associated concrete footings.

2. Site Preparation o Install an approved subbase material to fill the existing playground area and properly prepare the surface for new asphalt installation.

o Grade and compact the subbase to meet necessary requirements.

3. Drainage o Install approved drainage outside of the new playground footprint.

o Connect and divert drainage to the existing main storm drain to ensure proper water flow and prevent pooling.

4. Asphalt Installation o Supply and install new asphalt in the existing playground area.

o Asphalt shall be installed to match the elevation, slope, and appearance of the surrounding paved areas.

Once this site work is completed. Kompan will install the playground directly through the new asphalt followed by the surfacing.

Please reach out to our team with any questions.

Sincerely, Bob Hoke, CPSI Regional Operations Manager Installation, Service and Aftermarket
