About this file
This document is a Special Provisions file from the Oregon Department of Transportation (ODOT) for a concrete bus pad construction project on Tualatin Valley Highway in Washington County. The project involves constructing one bus pad at ESB OR 8 EB at MP 11.12, including furnishing and installing all construction materials, temporary pavement markings, permanent striping, and traffic control. The work must be completed by May 15, 2025, with substantial completion required by April 30, 2025. The concrete bus pad portion must be completed within a 4-day window, starting on a Thursday at 9 AM and ending the following Monday at 5 AM.
The project specifications include requirements for high-performance concrete (Class HES4000) designed to attain 3,000 psi strength within 72 hours, aggregate base compacted to 95% minimum compaction, and specific requirements for reinforcement placement and joint construction. The bus pad dimensions are 18 feet wide by 100 feet long. The contractor must provide quality control testing and comply with the 2024 Oregon Standard Specifications for Construction. The project includes coordination requirements with Trimet and various notification requirements for traffic control and lane closures. The work must account for potential delays due to camp cleanups, which will be coordinated by ODOT.

a. Provide ODOT approved Class HES4000—1½” aggregate concrete designed to attain a minimum average compressive strength of 3,000 psi in 72 hours.
Contractor will provide quality control testing. Minimum six test cylinders are required, two for testing before opening to traffic (See Special Provision 16), three for 28-day strength test and at least one additional in case one broke does not meet strength requirements.
SPECIAL PROVISIONS 14
Contractor shall prepare and submit either a new mix design or current mix design for the class of concrete required, according to Section 02001 of the Standard Specifications.
Acceptance of the plastic concrete will be based on the tests performed by the Contractor's QCT, according to the tolerances and limits of Section 02001.
For projects requiring Class HES concrete, mobile mixers may be used if the mixers conform to the following (otherwise use truck mixers to transport concrete):
• The mixer is self-propelled and carries sufficient unmixed dry bulk cement, sand, coarse aggregate, admixtures, and water to produce a minimum of 6 cubic yards of concrete on site.
• The mixer provides positive measurement of cement being introduced into the mix by meter or counter.
• The mixer provides positive control of the flow of water into the mixing chamber. Water flow is readily adjustable to provide for minor variations in aggregate moisture.
• Each mixer is calibrated to automatically proportion and blend all components according to the mix design on a continuous or intermittent basis as required by the placing operation.
Perform a calibration and yield test on each mixer prior to the first placement to accurately proportion the specified mix. Use a written calibration procedure from the mixer manufacturer, a procedure provided by the agency or other written procedure acceptable to the agency. The calibration process may be witnessed by the Owners Authorized Representative. Provide the Owners Authorized Representative with information about the scheduled date, time and place for the calibration. Perform a new calibration when the source of materials changes, when the mixer undergoes a major repair, or when requested by the Owners Authorized Representative.
b. Sawcut all transverse contraction joints at the earliest possible time following placement of the concrete to prevent uncontrolled cracking without damaging the pavement or joint. Repair any damage to the curing material during the sawing operations immediately after the sawing is completed.
c. Construct construction joints when there is an interruption of 30 minutes in the concrete placing operations.
The new concrete placed against the joint shall conform closely to the proportions and consistency of the previously placed concrete except vibrate and consolidate it to a greater degree and with more care than normal. Unless otherwise shown, do not construct construction joints within 10 feet of a transverse expansion or contraction joint. If sufficient concrete has not been mixed at the time of interruption to form a slab at least 10 feet long, remove the concrete back to the last joint and dispose of as directed.

Updated 11/9/2020
Region 1 Maintenance Guidelines for Pavement Restoration or Defective Work
This guideline applies anytime the asphalt saw cut does not fall at a lane line, striping is removed and not replaced in the same location or when defective paving has to be replaced.
Base Objective: Motorist cannot feel the repaired pavement. Prolong the working life of the asphalt pavement and reduce future maintenance costs.
Repair Guidelines:
1. Pavement condition new or like new (1‐3 years old): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 100 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 100 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective/saw cut area.
2. Pavement condition anything less than new (3 years or older): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 50 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 50 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective area.
3. When there are several smaller areas that are within a short distance of each other complete one continuous repair.
4. The District Manager or their designated representative will determine the limits of the repair based on these guidelines.
