About this file
This Q&A document from the Oregon Department of Transportation addresses questions related to RFCQ No. S-73000-00012560 for the ESB OR8 EB at MP 11.12 Bus Pad project, with submissions due January 24, 2025. The project involves constructing an 18-foot by 100-foot bus pad, with clarifications provided regarding pad dimensions, location, and construction requirements. The construction schedule is set for 4 days, during which temporary striping must be completed, though permanent striping is not required within this window.
The opportunity is specifically set aside for certified ESB (Emerging Small Business) firms. Key technical requirements include the use of minimum two PCMS boards, temporary steel plating (non-traffic rated) for excavated areas during non-work hours, and specific traffic control measures. The contractor must provide all construction materials and traffic control for the bus pad installation, with detailed specifications provided through various supplemental provisions and special provisions sections 220-224.

1. Page 2 of the Exhibit 1 document has a table that states the pad is 18 ft. x 100 ft. However the aerial photo notes a 14 x 85 ft pad. Which is it? 18 ft, See Addendum One and Revised Exhibit 1 for this correction.
2. The aerial photo in Exhibit 1 includes a note that states "From edge of pavement to fog line" but shows a rectangle in red indicating an area from the sidewalk curb to the median skip line. There is also an arrow pointing to a location on the opposite side (West Bound) shoulder. Where exactly is the proposed bus pad to be located? See Addendum One and Revised Exhibit 1 for this correction.
3. As a follow up to the previous questions, if the bus pad is to be installed from the fog line to the edge of pavement, and the pad is to be either 14' or 18' wide, is the contractor to demo the existing sidewalk, bus stop structure, and fencing? See Revised Plan in Addendum One.
4. The Request for Competitive Quotes document makes reference to Exhibit 2 "Plans" on page 2 and 5. Was this document omitted from the Oregon buys posting or is there an error in the RFCQ reference? This is an error. The reference to a plans document will be removed in an addendum.
5. Page 6 of the Special Provisions states that one or more PCMS boards is required and also states that the number of PCMS boards required will be subject to the Contractor furnished Traffic Control Plan on page 11. However the Pre Bid Agenda states that two will be required. Please confirm the number of PCMS boards required. What was stated at the Pre-Bid does not change the specification requirements. See Spec 00222.45(b) and Supplemental Special Provision 4. Based on Spec 00222.45(b) a minimum of 2 PCMS boards will be required.
6. The special provisions and pre-bid agenda state that when backfill of the bus pad area cannot be achieved by the end of a work shift, use temporary steel plating to close the excavated area. Do these plates need to be traffic rated? If so, the required construction schedule of 4 days does not permit enough time for the installation and deinstallation of the amount of plates and beams required to span such a large area with traffic rated plating. A much more feasible solution would be to maintain properly installed traffic control devices to barricade and protect the excavation area. Please confirm whether a proper traffic contract plan, to include 24 hour traffic control monitoring, will be sufficient, or the means and methods by which an ESB contractor with limited capabilities/resources can accomplish the specified steel plating requirement. See Supplemental Special Provision 10 for the temporary steel plating language in the contract. Temporary Steel plating does not need to be traffic rated. See Supplemental Special Provisions 2, 3, and 14 and Special Provisions 220, 221, 222,223, and 224 for traffic control plan requirements.
7. Is the contractor required to complete the road striping/painting within the 4 day construction window? Not the permanent striping but temporary striping is required during that window.
8. Is there a drawing that specifically applies to this project that can provide explicit instruction on the required road striping, or is the contractor just to replace existing? See Supplemental Special Provision 15.
