Exhibit 1 – MCTC Trailer Specifications
1.0 Objective
The purpose of this contract is to procure a state-of-the-art, turn-key functional, mobile concrete laboratory trailer that will be used by FHWA to demonstrate new technologies on active project sites around the United States. The trailer will replace an existing trailer for the continued support of the FHWA’s Mobile Concrete Technology Center (MCTC) Program. The priority of the MCTC program is to focus on assisting State highway agencies and their industry partners with their needs by providing technical assistance, guidance, and training materials to design, produce, and construct longer-lasting concrete pavements. The trailer shall be designed so that it facilitates workflow, enhances safety features, increases the efficiency of operation of the MCTC testing and training activities. The layout of the new trailer shall also be designed in such a way that it is conducive to conduct open houses, demonstrations, and meetings.
The Contractor shall be responsible for the design, construction, delivery, and warranty (against manufacturing defects and installation) of a mobile concrete laboratory trailer that meets or exceeds the scope of work herein. The trailer and components shall be fabricated from all new materials and be of the current production year and model.
During performance of this contract, the Government encourages the contractor to make use of efficient and effective methods/processes in the design, build, and outfitting of the mobile trailer for the MCTC. The trailer must conform to all applicable Federal Motor Vehicle Safety Standards.
2.0 Major Design Elements
The following major design elements, although not intended to be exhaustive, shall be incorporated in the MCTC Trailer.
2.1 Size Limitations
The dimensions of the MCTC trailer shall meet Federal Motor Carrier Safety Code for non-oversized semi-trailers (53’L (including generator and HVAC units) x 8.6’W x 13.6’H). Overall height of the laboratory shall not exceed 13.6’H as measured from the ground to the top of the trailer. The MCTC trailer shall be built in such a way that no oversize permits are required.
2.2 Design Layout of the Trailer
Like the current trailer, the new MCTC trailer shall be designed to have three separate sections or rooms: the Office Area; the Main Room; and the Back Room. Attachment 1 shows the interior plan view of the new MCTC trailer, which along with the legend, shows other elements and the location of various equipment required in the new MCTC trailer.
• The Office Area. This section houses workspace for two staff members and storage for books, equipment, microwave, refrigerator, and cabinets. The dimensions shall be 10’L x 8.6’W.
• The Main Room. This section shall be 34’ long (minus the separation walls between the
Office Area and the Back Room). The section will be used to perform testing of concrete, such as compressive and flexural strengths. This room will also be used to store concrete cylinders in two large curing tanks. This is a major design change from the existing trailer where the curing tanks are in the Back Room.
This main room will also serve as the place to conduct demonstrations and open houses.
To provide adequate space during open houses and field visits, this area shall be designed to have a 5’ extension built on the street side of the trailer (this feature does not exist in the current trailer). The section shall also include a built-in collapsible workspace (street side) that serves as an office area for two people and a removable workspace (curbside) that serves as a workspace for one person.
• The Back Room. This section shall be 6’L x 8.6’W. This section will house several pieces of equipment including a concrete saw, a high temperature oven and a fume hood. This room shall also house six lockers for the MCTC staff. The back room shall have a full-height door that can be used to exit the trailer. A hydraulic lift shall be located next to the back door to bring in heavy samples and equipment to the inside of the lab (this feature does not exist in the current trailer).

The countertop on the street side shall be attached to the extension and move along with it (when the extension is engaged). When the extension is not engaged, it shall appear as it is in the current MCTC trailer. The graphics below show the new trailer when the extension is not engaged (Figure 4) and when it is engaged (Figure 5). As can be seen in the graphics below, when the extension is engaged, the counter tops, TV and the foldable work area (refer to FWS2 below) move outwards along with the extension.
3.3.3 Curing Tanks
The contractor shall provide two curing tanks that are made of aluminum (tanks used to store lime water and concrete specimens) under both the countertops. Size of the existing curing tanks are provided in Attachment 1. Curing tanks shall be redesigned so the volume remains the same as the existing tanks and fit under the countertops in the Main Room. Curing tanks should be located towards the end of the counter tops (Attachment 1). When the extension on the street side is engaged, the curing tank shall remain stationary (Figure 4 and 5) This is required since the curing tank with concrete specimens would be too heavy to move along with the extension. The top of the street side curing tank should be designed in such a way that it can be used as a display island to showcase equipment or MCTC related literature. The curing tanks shall be designed to be watertight (when lids are closed) so water does not leak during the transport of the MCTC trailer. Additional information on the curing tanks is provided in the compression and flexural equipment section.
Figure 4: MCTC plan when the Extension is not Engaged
Figure 5: MCTC plan when the Extension is Engaged
3.3.4 Compression and Flexural Equipment
