1.0 PURPOSE

The purpose of this document is to provide technical requirements for infrastructure equipment, phone and network cable plants in an SBA office. These requirements are specific to SBA and include the LAN room/closet, and the office cable plant. These requirements are applicable to all new and/or remodeled offices provided to the SBA. All SBA office infrastructure must be built and installed according to these standards going forward. This ensures that each SBA field office site is configured to a common set of infrastructure standards across the enterprise which provides the platform for consistent and reliable IT services.

1.0 LAN Cabling in SBA Suite (mandatory)

a) The communications system in each SBA office shall include, riser systems, horizontal distribution pathways, wiring of LAN room/closet, end user outlets, and other specified equipment, which supports telephone, communications, data, and video services. All cabling shall be Category 6A UTP with minimum of 2 data drops per station. The Communications Contractor shall install all wiring and related equipment as outlined in the TIA/EIA 568Bspecifications. Blue cable shall be used for all data drops and if required by the site, a white cable for voice

b) The SBA requires that the Communications Contractor be licensed and certified by the manufacturer, CommScope, of the structured cabling system(s)’ as to Contractor’s ability to install, maintain, and provide ongoing warranty service for the system(s).

c) A copy of Contractor’s current certification shall be included with all bid proposals. The warranty periods will start AFTER the contractor(s) has provided SBA with a usable, tested, and labeled system that has been inspected and approved by a SBA Representative

d) The Communications Contractor shall visit the project site on a scheduled walkthrough date to verify conditions on the job site and note any potential issues. The contractor will notify the SBA Representative in writing/email of discrepancies, conflicts or omissions promptly upon discovery.

2.0 Cabling Specifications (mandatory)

The SBA standard is a CommScope SYSTIMAX® structured cable plant. Standard physical and data link layer protocols are specified by the IEEE 802.3 specification. In addition to the IEEE 802.3 specification, any cabling or portion of the cabling plant including, but not limited to, the termination, testing, documentation, and cross-connections must conform to the specifications as itemized in the ANSI/TIA-568-C specification. If there is a conflict between these specifications, the most stringent specification will apply.

2.1 Media

All UTP cable plants shall be installed with SYSTIMAX® Category 6A UTP cable. All UTP cable, jacks and patch panels installed must meet the requirements specified for a CommScope SYSTIMAX® structured cable plant and must have been tested and certified by the Underwriters Laboratories, Inc. These specifications also apply to the patch cables required to complete the installation. Two (2) patch cables required per drop. One patch cable from the computer to the jack at the workstation and one patch cable from the patch panel to the switch in the LAN room. Additional specifications regarding patch cables may be obtained in ANSI/TIA-568-C.

2.2 Certification

Each cable drop shall be certified to be within specifications using a BICSI17 Fluke DSX8000 Cable Analyzer or similar device. The certification results for each individual drop shall be aggregated and provided to the SBA representative on a CD-ROM or similar digital media.

2.3 Cabling Count [Category 6A]

a) One (1) fourteen-foot (14') cable shall be provided for EVERY drop installed. There shall be three (3) cables provided for each conference room. There shall be ten (10) spare cables provided per office.

b) Every port on patch panel shall have a three-foot (3') RJ45 cable installed

c) Data cable color shall be Blue. (If required at a site, Voice cable shall be White)

2.4 Termination

Each four-pair Cat 6 cable must be terminated in an eight-position modular jack at the work area. The specifications for the UTP outlet and the pin-pair assignment are described in the ANSI/TIA-568-C.

At the intelligent closet (LAN Room) location, the cabling must be terminated in a combination 110 punch down 8 pin patch panel. In the use of all connecting hardware, care must be taken to ensure that end-to-end transmission performance of all affected cables meets the acceptable limits defined previously. The termination of the UTP at the workstation level shall be one of two types:

1) For any system furniture workstations, the cable will be pulled through the raceway at the bottom of the furniture and will be terminated in a modular faceplate with a RJ-45 modular connection that is securely fastened to the furniture

2) For all the conventional furniture workstations, the cable will terminate on an RJ-45 modular faceplate, that is installed flush with the finished wall.

3.0 Documentation (mandatory)

a) A complete set of as-built drawings, in hard-copy format and also in a digital format must be created and provided by the Communications Contractor prior to occupancy. The drawings must include precise mapping of the entire installed cable plant to include a unique "code" number for each drop and the exact, clearly labeled location of the termination at each end of the cable. The Facility Group will ensure that the drawings are maintained and updated to reflect any changes post occupancy

b) The as-built drawings provided by the Communications Contractor shall include a hard-copy Microsoft Excel spreadsheet and also a digital copy of the entire network cable plant mapping to include the exact location of each workstation and/or other network attached device drop, the number assigned to the data jack, the corresponding connection at the switch in the LAN room, the location of all network printers, the cable path used for each run, and the location of all concentrators (hubs) and any other network attached equipment provided by others.

c) Each cable drop at a workstation, printer, or other network attached device location must be identified by means of a permanent label on the data jack, and on the cable at each end, i.e.

from the wall to the network attached device and in the LAN room from the patch panel to the switch. This label shall assign to each 'drop' a unique code number. Each termination in the LAN room patch panel must contain a label or identifier that corresponds to the unique code number established at the workstation.

d) Based on the above specifications, the completed test results must be maintained as part of the documentation. The test results must show a “Pass” for each cable drop and include complete certification results for each drop (refer to section 2.2)

3.1 Additional Requirements

a) A complete cost estimate for materials and labor must be prepared. The cost estimate shall include a materials list which itemizes all cables, connectors, faceplate's, racks, blocks, patch panels, etc. necessary for the cabling plant.

b) The installation of all cables, connectors, faceplate's, racks, punch down blocks, etc., necessary to establish the cabling system must be performed in conjunction with the phased occupancy of the building, i.e. the cable may be pulled prior to the installation of the systems furniture, but the final termination of the cabling system must be within the systems furniture

c) Prior to the installation of any data equipment, the cabling system must be tested to meet the cabling specifications for the media (refer to section 2.2). Every cable must be tested and meet all industry and manufacturer certification requirements. The transmission requirements for the cabling system must conform to all specifications.

d) There is a two jack minimum requirement per workstation: two (2) data jacks (Cat 6A) and if required by the site an additional voice jack (Cat 6).

e) The installer of the cable will provide all necessary testing equipment and conduct the test of the cables and termination.

f) To complete the acceptance of the cabling system, workstations and the data and computer equipment will be attached to the cabling system to test operability.

g) The entire cabling system consisting of all supplied components, labor and workmanship must be warranted for a minimum of five (5) years from the date of acceptance of the system by SBA.

4.0 Phone System

Relocate and/or reconfigure existing Phone System, as necessary (for vendor only, outside of SBA-OCIO oversight)

1) Physically move and install the phone system at the new location.

2) Conduct all cross connections necessary for phones to operate in the same manner as in the old office.

3) Test each phone to ensure proper extension.

4) Assist in obtaining the new voice circuits for the new site.
