About this file
This is a Questions and Answers document for the Kansas City Metro Street Sweeping contract opportunity (EVT0010756) issued by the Kansas Department of Transportation. The solicitation seeks mechanical street sweeping services across 14 designated route segments in the Kansas City metropolitan area, covering approximately 76.2 centerline miles split between Olathe and Bonner Springs offices. The scope of work includes one pass along mainline curbs and barrier walls, with an estimated 12 annual sweeping occurrences per location performed during off-peak traffic hours between 10:00 PM and 6:00 AM, Monday through Thursday, weather permitting. The document addresses five critical clarifications from potential bidders: entrance and exit ramp locations relative to specific interstate intersections must be included in centerline distance calculations; traffic control requirements must comply with MUTCD section TA-35, which may require two shadow vehicles with Truck-Mounted Attenuators on both vehicles depending on route-specific conditions; no assisted cleanup operations are currently in place for debris accumulation at the IS-435 Kansas River Bridge; KDOT/KTA maintenance responsibility splits at MM 416.7, establishing the contract boundary; and yes, the 21.6 centerline miles includes sweeping of right-side curbs, walls, exit and entrance ramp curbs and walls on a monthly schedule. The contract period runs from August 1, 2026, through July 31, 2031, with no renewal options specified.
Pricing must be submitted on a per-occurrence basis per centerline mile with uniform pricing across all five contract years, plus on-call sweeping pricing on a curb/mile basis for services requested within one week, with all bids including costs for loading, hauling, and unloading collected debris. The contractor must maintain a fleet of mechanical sweepers no more than seven years old and provide all labor and equipment. All bidders must obtain a current Tax Clearance Certificate from the Kansas Department of Revenue and submit required certification forms including Boycott of Israel, Sexual Harassment, and Immigration Reform and Control certifications. The State of Kansas offers bidder preference programs for Disabled Veteran Owned Businesses and Certified Businesses. Questions regarding the RFP were due by April 16, 2026, with bid proposals due by May 7, 2026, at 2:00 PM CST. Payment terms are net 30 days following delivery and acceptance of services, made monthly in arrears. Vendors not initially invited must notify the Procurement Officer, Grant L Askew, of their intent to bid at least 24 hours prior to the closing deadline.

| Event Number: | EVT0010756 | |
| Event Name: | Kansas City Metro Street Sweeping | |
| Agency: | Kansas Department of Transportation | |
| Procurement Officer: | Lee Askew | Please use this template to ask questions regarding EVT0010756. |
| Question # | RFP Page | Section | Question | Response |
| 1 | 24 | 4.2.1 | Please provide clarity on the entrance and exit ramp locations and distance in related to IS-435 & Roe/Nall and IS-435 & 69 | For all listed routes (not just I-435), all entrance/exit ramps (from and to the gore points), converging/diverging lanes and mainline that have wall/curb shall be included for that route's centerline distance/length. This would include the converging/diverging lanes and entrance/exit ramps to Roe/Nall and US-69, as well as Lackman Rd, Quivira Rd, Antioch Rd, Metcalf Ave, and State Line Rd. |
| 2 | 25 | 4.3.2.2 | Per MUTCD section TA-35, the required traffic control for this project is two shadow vehicles, with a minimum of one Truck-Mounted Attenuator (TMA). Please note that roadway closures may include up to two lanes, specifically in shallow or no shoulder conditions. In areas such as this, TMAs would be required on BOTH shadow vehicles. However, the current bid document only specifies one shadow vehicle with an optional TMA. Please verify these requirements and advise on how to proceed. | Bid as per the MUTCD for each route. Some routes will need/require more than others. |
| 3 | 24 | 4.2.1 | IS-435 & Kansas River Bridge including bridges north and south of location. These bridges have an extreme amount of debris currently and deposited daily due to landfill operations. Are there any assisted clean up operations currently in place? If so please provide the schedule and/or party responsible. | No |
| 4 | 24 | 4.2.1 | IS-70 cleaning areas stretch from MM 424 (MO Border) to MM 416.7. The barrier wall continues all the way to the Kansas Turnpike. Can the rest of the roadway be added to this contract? | KDOT/KTA maintenance splits at MM 416.7; therefore, contract is correct. MM 416.7 to 424.1 |
| 5 | 28 | 5 - CostSheet | I have a question regarding the milage amounts of wall and curb you are requesting to be swept. For example, on unit one it says 21.6 centerline miles. Besides the centerline would we be sweeping the right-side curb/walls as well as the exit/entrance ramp curb/walls within this 21.6 miles? Also is this RFP currently on a monthly sweeping schedule. | Yes and Yes |
