About this file
This is Amendment #2 to an Invitation to Bid (ITB) issued by the Tennessee Department of Military for non-invasive archaeological survey services at Catoosa Springs Cemetery and its 25-meter buffer zone at Volunteer Training Site Catoosa in Tunnel Hill, Georgia. The scope of work includes ground penetrating radar, magnetometer, and metal detection surveys across approximately 3,024 square meters, archival research, complete vegetation removal, field investigations, comprehensive reporting with National Register of Historic Places eligibility determinations, and GIS database development. The ITB closing date is October 1, 2026, at 2:00 PM CDT, with written questions due September 24, 2026, at 2:00 PM CST. The contract term is 18 months from October 15, 2026, with an optional 180-day extension, not to exceed 60 months total. All work must comply with Georgia Historic Preservation Division and Georgia Council of Professional Archaeologists standards and be supervised by archaeologists meeting Secretary of the Interior standards.
Amendment #2 clarifies that travel expenses will not be reimbursed separately beyond the contracted amount and must be incorporated into the contractor's overall project fee and budget. The maximum contract value is $23,954.00, with milestone-based payments structured as follows: 15 percent upon completion of Tasks 1–3 within thirty days of kick-off; 35 percent for Task 4 (field work); 15 percent for Tasks 5a and 6d (draft deliverables); 25 percent for Tasks 5b and 6e (final deliverables); and 10 percent for Task 7 (curation). The amendment also confirms that the cemetery is not currently fenced and that photographs of current conditions have been posted to assist bidders in evaluating vegetation removal requirements. Contractors must furnish all labor, materials, equipment, transportation, and supplies; obtain all necessary permits within thirty days of issuance; and comply with applicable federal regulations including the Clean Air Act, Federal Water Pollution Control Act, Buy America provisions, and Iran Divestment Act requirements.

DATE: September 28, 2026
EVENT #34101-14016 IS AMENDED AS FOLLOWS:

Could you please clarify this provision? When preparing our proposal, we would typically include travel-related expenses as part of our overall project fee. Are you indicating that these costs may not be included in the proposed fee, or does this clause mean that travel expenses will not be reimbursed separately beyond the contracted amount?
As the enquirer stated in the email, section 7.3 means that travel expenses will not be reimbursed separately beyond the contracted amount. The contractors, as they are building their proposal will need to account for all expenses incurred to complete the project within their own budgets. When the contract is awarded, the pay intervals will follow how the SOW prescribes.
Can you provide pictures of the current conditions to allow us to evaluate the level of vegetation removal required?
And is the cemetery currently fenced, and if so what kind of fencing?
There is not a fence around the cemetery, only the fence line for VTS Catoosa’s property boundary. Pictures were posted.
2. Event Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this ITB not expressly amended herein shall remain in full force and effect.
