About this file
This file is a photograph related to a non-invasive archaeological survey project for Catoosa Springs Cemetery managed by the Tennessee Department of Military. The image, titled "9CT74_Facing_Southwest.JPG," appears to be a site documentation photograph taken facing the southwestern direction, likely capturing the cemetery grounds or buffer zone area that will be subject to archaeological investigation at Volunteer Training Site Catoosa in Tunnel Hill, Catoosa County, Georgia.
The Tennessee Department of Military issued an Invitation to Bid (ITB) for comprehensive non-invasive archaeological survey services covering approximately 3,024 square meters, including the cemetery and its 25-meter buffer zone. The scope encompasses ground penetrating radar, magnetometer, and metal detection surveys, archival research, complete vegetation removal, field investigations, and development of a GIS database with National Register of Historic Places eligibility determinations. The project is structured across seven task lines: kick-off meeting, archival research, work plan submission, field effort, report of findings and analysis, GIS data compilation, and curation and delivery of documentation. Written questions were due September 24, 2026 at 2:00 PM CST, with bids closing October 1, 2026 at 2:00 PM CDT. The contract term is 18 months from October 15, 2026, with an optional 180-day extension available, and the maximum term including all renewals shall not exceed 60 months.
The maximum contract value is $23,954.00, with milestone-based payments structured as follows: 15 percent upon completion of Tasks 1-3 within thirty days of kick-off, 35 percent for Task 4 (field work), 15 percent for Tasks 5a and 6d (draft deliverables), 25 percent for Tasks 5b and 6e (final deliverables), and 10 percent for Task 7 (curation). Respondents must register with the Tennessee Supplier Portal, maintain current Tennessee contractor licensing, and provide proof of Tennessee Department of Revenue registration or exemption documentation. Standard insurance requirements include workers' compensation, commercial general liability, automobile liability, and professional liability coverage. All work must comply with Georgia Historic Preservation Division and Georgia Council of Professional Archaeologists standards, with supervision by archaeologists meeting Secretary of the Interior qualifications. Contractors are responsible for furnishing all labor, materials, equipment, transportation, supplies, and obtaining all necessary permits within thirty days of issuance. All information, data, artifacts, field records, and deliverables become property of TNARNG and the Department of Defense, with GIS data requiring FGDC metadata compliance and SDSFIE 4.0.2 standards at sub-meter accuracy. Bids should be submitted online, by mail, or hand delivery to the Military Procurement Office, 3041 Sidco Drive, Dock 154, Nashville, TN 37204, with inquiries directed to Nicole Leckner at 629-332-6167 or Nicole.Leckner@tn.gov.
