About this file
This document is an Evaluation Narrative for BPM003384 - Nara Sin, which appears to be a comprehensive review of multiple engineering firms' proposals for a project involving dam, boating access, and ALERT system design. The document evaluates proposals from several companies including Cardno, DOWL, J2, JE Fuller, Natural Channel Design, Next Gen, Stantec, Tetra Tech, and Wilson. The evaluation covers each firm's project experience, overall experience, design philosophy, common problem understanding, and overall proposal quality, with a focus on hydrology, hydraulic projects, dam engineering, and boating access.
The evaluation does not specify a definitive contract award or precise project scope, but instead provides a detailed comparative analysis of each firm's capabilities and proposal strengths. Key areas of assessment include relevant experience with dam inspections, Emergency Action Plans (EAPs), ALERT systems, and boating infrastructure. Most firms were evaluated on their understanding of technical challenges, project management approaches, and ability to handle complex engineering requirements. While no specific contract value or terms are mentioned, the document suggests the project involves technical engineering services related to dam and recreational water access infrastructure, likely in Arizona given several references to AZGFD (Arizona Game and Fish Department) projects.

Evaluation Narrative for BPM003384 – Nara Sin
Cardno Project Experience
Hydrology/Hydraulic projects in AZ. No dam specific projects.
Overall Experience Most boat ramp experience was in FL.
Design Philosophy, Process, QA/QC Good understanding of tight time constraints. I like the assignment of one main PM to coordinate budget, schedule, and design.
Common Problems Good understanding of boat ramps and Dam engineer. No ALERT design experience.
Overall Quality of Proposal Excellent cover letter, well organized proposal. Section 1 felt crammed.
DOWL
Relevant dam experience on AZGFD projects.
Overall Experience Only dock experience was a pier replacement in OR.
Design Philosophy, Process, QA/QC I like that they provided a Dams team and a Boating/Rec team in their org chart.
Good Project flow chart
Common Problems Good understanding of differences between vested parties and perspectives.
Good understanding of budget gaps from limited design information.
Well organized proposal that flowed well and was easy to read.
J2
Projects listed were not dam or boating related.
Overall Experience ALERT design management is a need
Design Philosophy, Process, QA/QC Four key components are good.
Plan, Do, Check, Act
Common Problems Good understanding of Hydrology and Hydraulics and boating access problems
Overall Quality of Proposal Clean proposal, well laid out, easy to read, good balance of text/graphics.
JE Fuller Project Experience
Good experience with dams, EAPs and ALERT systems
Overall Experience ALERT systems experience is a plus
No listed boating experience
Design Philosophy, Process, QA/QC Good understanding of ALERT system purpose and priorities
Common Problems Good understanding of issues with dam projects.
Team resumes were provided twice.
Natural Channel Design
Hydrology and hydraulic experience, not directly tied to dam or boating access however.
Overall Experience Most experience is in wildlife habitat/hydrology
Design Philosophy, Process, QA/QC All geomorphology, stream habitat restoration
Oxbow as a sub
Common Problems Good understanding of permitting and issues with multiple stakeholders and funding sources
Overall Quality of Proposal Well laid out, easy to read.
Next Gen
SVMPO?
Overall Experience No mention of specific dam, ALERT, or boating access projects.
Design Philosophy, Process, QA/QC Good process for typical land use, hydrologic/hydraulic analyses
Common Problems Communication is key
Proposal should be provided as one complete PDF.
Stantec
Dam inspections for FCDMC.
Dam EAP
Overall Experience Good experience with dams and EAPs
Some ALERT staff, no boating access
Design Philosophy, Process, QA/QC Collaboration and communication
Common Problems No specifics to problems approached with dam/boating projects
Overall Quality of Proposal Clean, easy to read proposal
Tetra Tech Project Experience
Relevant dam and EAP projects.
Overall Experience Good overall dam experience, with some boat ramp at Park Moabi
Design Philosophy, Process, QA/QC Good design and QA/QC philosophy
Common Problems Roadways/utilities mentioned, but nothing else with dam or boating access
Overall Quality of Proposal Well organized, clean, easy to read.
Wilson
Some dam and boating experience
Overall Experience Some dam and boating experience, out of state.
Some ALERT and EAP
Design Philosophy, Process, QA/QC Listed good points, like cost control and schedule control.
Common Problems Good understanding of ALERT, EAP, dam project problems
