Black Canyon Dam Spillway Evaluation
Heber, Arizona Black Canyon Dam is owned and operated by the AGFD and is located approximately nine miles southwest of the Town of Heber, Arizona. At approximately 75-feet in height and approximately 1,580 acre feet of storage at the spillway crest elevation, Black Canyon Dam is classified by the Arizona Dam Safety Program as a high-hazard dam of intermediate size. Per the Arizona Administrative Code, the minimum inflow design flood for a high-hazard dam ranges from 0.5 probable maximum flood (PMF) to the full PMF, depending on the population at risk and the potential for downstream damage.
The existing spillway at Black Canyon was designed and constructed prior to completion of the state specific Arizona Probable Maximum Precipitation (PMP) Study. In the Black Canyon Dam watershed, the state specific study resulted in precipitation depths approximately 50 percent greater than were previously obtained from HMR49. AGFD contracted with DOWL to re-compute the PMF using the state-specific PMP study, evaluate the adequacy of the existing spillway to pass the PMF, perform an incremental damage assessment, and identify and evaluate alternatives to bring the facility into compliance with Arizona dam safety rules.
Team Members:
Jason Thom - Project Manager Russ Reed - Water Resource Engineer
Black Canyon Dam Rehabilitation
Heber, Arizona In 2016, DOWL completed a PMF Study for the Black Canyon Dam using the 2013 State-wide PMP study for Arizona and developed alternatives and cost estimates for further modifications to pass the PMF. Following the PMF study, DOWL completed an incremental damage assessment (i.e., change in flood hazard between the no-breach and breach flood) to the downstream community of Heber, Arizona. DOWL is now starting the design for dam rehabilitation, the engineering scope includes:
■ Review and update the spillway hydraulics and embankment stability analyses
■ Coordinate with Arizona Dam Safety Program to determine the appropriate intensity
duration frequency (IDF)
■ Develop and evaluate alternatives for routing the IDF
■ Complete the final design and produce construction documents for the preferred
alternative
■ Complete a class three cultural survey of any potentially affected area for the construction

Santa Ana Navajo Dam Breach Inundation
Various parts of Arizona The Bureau of Indian Affairs (BIA) selected DOWL to perform dam breach and breach flood routing simulations for the Sunny Day and Hydrologic Failures for one dam on the Santa Ana Pueblo (Santa Ana Detention Dam) in New Mexico, and two dams on the Navajo Nation Reservation (Tsaile Dam and Wheatfields Dam) in Arizona. The project included development of the flood hydrology to determine the flood frequency and probable maximum flood inflow hydrographs and to estimate the flood frequency at which the dams will be overtopped.
The inflow hydrographs to each reservoir were developed using HEC-HMS, which were then linked to the HEC-RAS models through the data storage system (DSS) file. The dam breach and flood routing simulations were performed using the 2D functionality of HEC-RAS, and the terrain model was a 5-metre bare earth digital terrain model. The final product included dam breach (Sunny Day and Hydrologic Failure) and non-dam failure advisory flood inundation maps, Hydrologic Hazard and Dam Failure, and Advisory Flood Inundation Study reports.

■ Meet the goals
■ Be constructible
■ Be economically feasible
■ Be safe
■ Be sustainable
■ Have minimal life-cycle and cost maintenance
DOWL’s designs must be constructible. Designs are reviewed by DOWL’s engineers and construction inspectors to eliminate problems that could result in change orders and cost overruns during construction.
The designed projects must fit the budget of the AGFD.
Designs must provide a safe environment for the public. Projects must be designed to be sustainable with a long anticipated life. Projects are designed to minimize maintenance requirements and life-cycle costs.
DOWL works closely with our clients to assure that the completed project meets the goals and mission of the client. We use strong communication, quality control procedures, and effective project planning/management to make sure and uphold our design philosophy.

COMMON PROBLEMS
Dam Rehabilitation Projects in Montana Problem: Inefficient handling of construction documents.
Solution: As noted in the “Design Philosophy” section of the proposal, DOWL has ISO 9001 certified quality control procedures for all phases of a project (OpEx). As part of OpEx, DOWL uses a software package called “Submittal Exchange” to facilitate efficient communication and documentation of reviews and approvals of construction documents during design and construction. Submittal exchange handles design reviews, contractor product and material submittals, requests for information (RFI), inspection reports, and testing data. Submittal Exchange also provides record management. The BLM has found that Submittal Exchange is an efficient, cost-effective tool providing clear documentation of approvals and comprehensive records at the end of construction.
Reference: Bureau of Land Management Mike Montgomery | (406) 538-1938
Lovell Main Street Infrastructure Improvements, Lovell, Wyoming Problem: Multiple entities using different procedures and overlapping services can result in conflicts and higher costs.
Solution: DOWL was the engineer for the replacement of water and sewer facilities in Wyoming Highway 14A/Main Street in Lovell. The Wyoming Department of Transportation (WYDOT) was responsible for road repairs after water and sewer construction. DOWL facilitated a cooperative effort between the City and WYDOT including using the same specifications, survey data, microstation software, and sharing inspection duties that resulted in $1 million of cost savings in an estimated $5 million project budget.

Hualapai Grand Canyon West – Water Supply Study, Hualapai Tribe, Peach Springs, Arizona Problem: Construction cost estimates for larger Capital Improvement Plan (CIP) projects can suffer accuracy because of limited design information. This can be critical when negotiating with various stakeholders.
Solution: As noted in the Relevant Projects section of the proposal, DOWL provided design options for a water supply study for Hualapai Tribe water rights negotiations. The project was a large infrastructure projects with many pump stations and large bore piping rising from the Colorado River to the top of the Grand Canyon. DOWL brought on key contractors early in the project to discuss technical options, pricing, and value engineering to make an accurate budget and schedule for the project. Various federal entities reviewed the work and had no comments with the design approach, assumptions, and cost estimate. DOWL received accolades for our work on the project.
