About this file
This is a draft evaluation factors document for a federal contract acquisition of an online clinical reference, education, and skill assessment program for nurses and advanced practice providers (APPs) under FAR Part 15 best-value procurement. The document is intended for insertion into Section M of the solicitation and must be conformed to the final statement of work, proposal instructions, contract type, and source selection plan before release.
The Government will evaluate proposals using three factors in descending order of importance: Technical Solution (most important), Past Performance, and Price (least important). Non-price factors are significantly more important than price, though price importance may increase as competing proposals become more equal on non-price criteria. Technical Solution evaluation encompasses four subfactors: Clinical Content, Evidence Base, and Competency Capability (including breadth and relevance of clinical reference and skills-training content, evidence-based and peer-reviewed material aligned with national guidelines, quality of procedural guidance with videos and images, currency of drug references, continuing education unit credit capability, and customization ability); Platform Functionality, Administration, and Reporting (administrator course assignment, skills tracking, unlimited simultaneous user capacity, and data control); Technical and Network Compatibility (Internet-based subscription model with Windows 11 compatibility, ports 80 or 443 web connections, IPv6 support, HTTPS with 128-bit SSL encryption, icon-based access, and 24-hour availability); Implementation, Training, Support, and Service Management (implementation plan, initial training, 24/7 clinical and technical support, and outage notification procedures); and Corporate Experience and Security Readiness (minimum five years' experience in evidence-based nursing education programs, personnel availability, and security clearance compliance). Technical proposals are rated Outstanding, Good, Acceptable, Marginal, or Unacceptable based on strengths, weaknesses, deficiencies, and performance risk.

DRAFT EVALUATION FACTORS | BOP
EVALUATION FACTORS FOR AWARD
Online Clinical Reference, Education, and Skill Assessment Program for Nurses and APPs
• Purpose and Use This document provides proposed evaluation factors for a negotiated best-value acquisition under FAR Part 15. It is written for insertion into Section M of the solicitation and must be conformed to the final statement of work, Section L proposal instructions, contract type, and source selection plan before release.
• Basis for Award The Government intends to award a contract to the responsible offeror whose proposal represents the best value to the Government, considering the evaluation factors stated below. The Government may award to other than the lowest-priced offeror or the offeror with the highest non-price rating when the source selection authority determines that a price/non-price tradeoff is in the Government's best interest.
• The Government will evaluate proposals only against the factors and subfactors stated in the solicitation.
• A proposal that materially fails to meet a mandatory statement-of-work requirement may be rated Unacceptable and may be ineligible for award.
• The Government may consider proposal risks, assumptions, exceptions, or dependencies that could adversely affect performance, schedule, security, accessibility, or price.
• Evaluation Factors and Relative Importance Proposals will be evaluated under the following factors, listed in descending order of importance:
• Factor 1 - Technical Solution
• Factor 2 - Past Performance
• Factor 3 - Price
Factor 1 is more important than Factor 2. Factor 2 is more important than Factor 3. When combined, the non-price factors are significantly more important than price. As competing proposals become more equal under the non-price factors, price may become increasingly important.
o Factor 1 - Technical Solution
The Government will evaluate the extent to which the proposed solution demonstrates a sound, complete, low-risk approach to satisfying the statement of work. Technical subfactors are listed in descending order of importance.
▪ Clinical Content, Evidence Base, and Competency Capability
• Offeror shall demonstrate breadth, depth, and relevance of clinical reference, skills-training, continuing-education, and competency-assessment content for nursing and advanced practice providers.
• Offeror shall demonstrate that clinical content is evidence-based, peer reviewed, aligned with current national guidelines and accreditation standards, and governed by a defined process for timely review and updates as standards of care change.
• Offeror shall demonstrate quality and usability of step-by-step procedural and skills guidance, including equipment lists, skills checklists, patient instructions, complications, competency tests, and supporting videos, images, or diagrams.
• Offeror shall demonstrate availability and currency of the integrated drug and medication reference.
• Offeror shall have the ability to award or document applicable continuing education unit credit for nursing and APP users, including the offeror's process for maintaining relevant approvals or accreditations.
• Offeror shall demonstrate ability to customize protocols, competency tests, nursing care plans, algorithms, and procedure documents for BOP use while preserving content integrity and version control.
▪ Platform Functionality, Administration, and Reporting
• Offeror shall demonstrate that BOP administrators and institutional management staff may assign courses, manage skills training and competency assessments, track completion and progress, and review test scores using appropriate role-based access.
• Offeror shall demonstrate the ability to compile and export facility-level, agency-wide, and nationwide usage, performance, compliance, competency, documentation-quality, and trend reports.
• Offeror shall provide service available to an unlimited number of simultaneous users without stated limits or degradation in performance.
• Demonstrated controls for configuration, customization, user administration, data integrity, auditability, and retention of training and competency records.
▪ Technical and Network Compatibility
• Offeror must document the proposal meets the required Internet-based subscription model, including no BOP-hosted server installation and no additional equipment requirement.
• Service must be compatible with Windows 11.
• Service may use only web connections through ports 80 or 443 only and support for IPv6 network configuration.
• Offeror must document use of HTTPS connections with at least 128-bit SSL encryption and a clear description of the current security architecture and any dependencies on third-party hosting or services.
• Offeror must document proposed method for icon-based user access which may be coordinated through BOP's information technology organization.
• Offeror must demonstrate availability, capacity, reliability, monitoring, backup, recovery, and continuity measures appropriate for 24-hour clinical access.
▪ Implementation, Training, Support, and Service Management
• Offeror shall provide an implementation plan, schedule, roles, milestones, configuration activities, testing, acceptance support, and transition to production use.
• Offeror shall demonstrate their ability to provide initial training for administrators and users, including training for administrative super users, tutorials, online manuals, and ongoing learning resources.
• Offeror shall attest to their ability to provide the clinical online reference tool and technical support 24 hours per day, 7 days per week, including paths for service escalation and targets for response.
• Offeror shall provide a plan for outage and interruption notification, including concurrent notification to the COR and facility point of contact in accordance with the SOW.
▪ Corporate Experience and Security Readiness
• Offeror shall demonstrate at least five years of specific experience providing comprehensive, evidence-based education programs designed to optimize nursing and APP performance.
• Offeror shall provide evidence of availability of personnel, management controls, and contingency resources needed to implement and sustain the service.
• Offeror shall demonstrate understanding of, and ability for timely compliance with the personnel security, background-check, clearance, access, confidentiality, and replacement-personnel requirements applicable to contractor staff.
Evaluation distinction: Corporate experience addresses the offeror's relevant history and capability to perform this type of work. Past performance, evaluated under Factor 2, addresses the quality of the offeror's performance on prior or current work.
o Technical Evaluation Method
Evaluators will consider strengths, weaknesses, significant weaknesses, deficiencies, and performance risk. The Government will assign an overall technical rating based on the proposal as a whole; the rating need not be a mathematical average of subfactor assessments.
Rating Definition
Outstanding Proposal indicates an exceptional approach and understanding of the requirements, contains multiple strengths, and presents a very low risk of unsuccessful performance.
Good Proposal indicates a thorough approach and understanding of the requirements, contains at least one strength, and presents a low risk of unsuccessful performance.
Acceptable Proposal meets the requirements and indicates an adequate approach and understanding, with no deficiencies, and presents a moderate or lower risk of unsuccessful performance.
Marginal Proposal has not demonstrated an adequate approach or understanding and/or presents a high risk of unsuccessful performance; it may be correctable through discussions.
Unacceptable Proposal does not meet requirements, contains one or more deficiencies, and is unawardable unless the proposal is materially revised.
