About this file
This is an evaluation criteria document for Municipal Stormwater Permit Consulting Services issued by Charles County, Maryland, in conjunction with a comprehensive stormwater engineering and consulting procurement. The county seeks proposals from multi-disciplined professional firms to support National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System Discharge permit requirements through multiple task order contracts. Services encompass stormwater engineering, environmental planning, stream monitoring, asset management, inspections, ecological restoration, water quality monitoring, and construction administration. The RFP was released on July 23, 2025, with a virtual pre-proposal meeting scheduled for August 4, 2025, at 2:00 pm and proposals due by August 27, 2025, at 11:00 am. The county intends to award multiple contracts with a base period ending September 30, 2028, and two optional one-year renewals at the county's discretion.
The evaluation uses a 100-point scoring system with 50 points allocated to technical proposal content (project understanding and approach, key staff experience and qualifications, firm representative projects, and innovative watershed solutions) and 50 points to cost. Each firm's total contract ceiling is $3,000,000 with individual task orders not exceeding $250,000. No minimum quantity of work is guaranteed, and task orders will be assigned based on price, experience, capacity, key personnel, availability, approach, and past performance. Proposing firms must have at least ten years of NPDES stormwater permit experience and employ registered Professional Engineers licensed in Maryland, with a Senior Environmental Scientist required to have a minimum of seven years of Maryland NPDES municipal stormwater permit experience. Comprehensive insurance coverage is required, and the estimated total cost for these services is $15,000,000, to be funded through County sources across fiscal years 2026-2031. The county notes that the deviation from a standard 50/50 point distribution emphasizes technical competence and expertise as central to workmanship quality.

If applicable, describe why a deviation from the 50/50-point distribution is being requested:
A deviation from the 50/50-point distribution is requested for the following reasons: (1) most importantly competence and technical expertise are central to the workmanship desired, and (2) we anticipate to award multiple firms for task oriented services, so will have the opportunity to request multiple proposals at time of each task which will allow the selection of the lowest priced, most beneficial proposal and approach.
