About this file
The document is an Evaluation Criteria document for Municipal Stormwater Permit Consulting Services, specifically related to a Charles County, Maryland procurement. The county is seeking proposals from multi-disciplined professional firms to support its National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System Discharge permit requirements. The procurement covers comprehensive professional services including stormwater engineering, environmental planning, stream monitoring, asset management, inspections, ecological restoration, water quality monitoring, and construction administration. The RFP was released on July 23, 2025, with proposals due by August 27, 2025, at 11:00 am, and includes a virtual pre-proposal meeting on August 4, 2025, at 2:00 pm. The contract will have a base period ending September 30, 2028, with two optional one-year renewals at the county's discretion.
The evaluation criteria utilize a 100-point scoring system, with 50 points allocated to technical proposal content and 50 points to cost. The county intends to award multiple contracts, with each firm having a total contract ceiling of $3,000,000 and individual task orders not exceeding $250,000. No minimum quantity of work is guaranteed, and task orders will be assigned based on price, experience, capacity, key personnel, availability, approach, and past performance. The estimated total cost for these comprehensive services is $15,000,000, to be funded through County sources across fiscal years 2026-2031. Proposing firms must have at least ten years of experience in NPDES stormwater permit services and employ registered Professional Engineers licensed in Maryland. The procurement does not specify explicit set-aside designations for disadvantaged enterprises, and comprehensive insurance coverage will be required, including commercial automobile, workers' compensation, general liability, and professional liability insurance.

If applicable, describe why a deviation from the 50/50-point distribution is being requested:
A deviation from the 50/50-point distribution is requested for the following reasons: (1) most importantly competence and technical expertise are central to the workmanship desired, and (2) we anticipate to award multiple firms for task oriented services, so will have the opportunity to request multiple proposals at time of each task which will allow the selection of the lowest priced, most beneficial proposal and approach.
