Evaluation Criteria National Boiler Inspection Contract
Federal Bureau of Prisons
Proposals will be evaluated using the following three factors:
1. Technical Approach – Evaluation Panel
2. Experience and Past Performance – Evaluation Panel
3. Price – Contracting Staff
I. TECHNICAL APPROACH
The Government will assess the offeror’s ability to meet the following requirements on an Acceptable/Unacceptable basis.
BOILER INSPECTION REQUIREMENTS
Has the offeror sufficiently demonstrated the ability to meet the following requirements of the Statement of Work (SOW)?
1. Has the offeror provided documentation of its ability to perform TYPE A inspections(visual and external inspections) as required by the Scope of Work? ________
2. Has the offeror provided documentation of its ability to perform TYPE B inspections(visual and external inspection and external inspection while under hydrostatic test) as required by the Scope of Work? ________
3. Has the offeror provided documentation of its ability to perform TYPE C inspections(external inspection during normal operating conditions) as required by the Scope of Work? ________
4. Has the offeror provided documentation of its ability to perform TYPE D inspections(external inspection while under hydrostatic test) as required by the Scope of Work?
5. Has the offeror provided documentation of its ability to perform TYPE E inspections(visual and external inspections) as required by the Scope of Work? ________
6. Has the offeror provided documentation of its ability to provide all information required by ASME and NBIC requirements listed for boiler inspections? ________
7. Has the offeror provided documentation that all its inspectors who will perform the actual boiler inspections are qualified by the National Board of Boiler and Pressure Vessel Inspectors (NBIC)? ________
8. Has the offeror provided documentation of its ability to provide a nationwide ability to perform the inspections on a timely basis? _________
9. Has the offeror provided documentation that it is able to perform inspections when ordered without undue delays?
REPORTS
1. Has the offeror provided documentation of its ability to provide required inspection reports and related documentation requested in this section according to the requirements listed in this section of the SOW?______
SPECIAL SECURITY AND CLEARANCE REQUIREMENTS
1. Has the offeror provided documentation that it is willing and able to comply with the critical-sensitive full field investigation (BI) and/or the non-critical sensitive limited background investigation (LBI) for site inspectors?________
PAYMENT AND INVOICING
Did the offeror acknowledge acceptance of all terms included in this section of the SOW? ______
II. EXPERIENCE AND PAST PERFORMANCE
The offeror shall provide past performance information for a minimum of three recent and relevant contracts for the same or similar services. Recent contracts are defined as contracts that were successfully performed and/or completed within the last five years.
Information provided by the offeror regarding past performance shall include contract number, company name, point of contact with telephone number, e-mail address, and any other relevant information which will assist with the evaluation process, for each contract.
The offeror shall address any instances of past performance problems in referenced contracts, and explain how these problems were resolved. Failure by the offeror to satisfactorily explain past performance problems may have an adverse effect on the past performance evaluation.
III. PRICE
The lowest price, technically acceptable quote will be the award selection.
Award will be made to the lowest priced, technically acceptable, responsive and responsible offeror. By submission of its quote, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable quotes, with satisfactory past performance, shall be treated equally except for their prices. Failure to meet a requirement may result in a quote being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select ONE contractor for award of this effort.
