About this file
This document is a Solicitation Evaluation Criteria form for Solicitation Number R420-25, focusing on Research Program Outreach and Administrative Assistance. The solicitation will open on July 21, 2025, at 2:00 P.M., with responses first evaluated against mandatory requirements including a Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a signed Contractual Agreement Form.
The evaluation will use a point-based system with a total of 100 points (120 if vendor demonstrations are required), distributed across three main categories: Corporate Overview (40 points), Technical Response (45 points), and Cost (15 points). Cost points will be calculated using a comparative formula where the lowest realistic cost submission receives the maximum points, and other submissions are scored proportionally. Responses must meet all mandatory requirements to be considered, with those failing to do so being excluded from further evaluation.

Part 3 ⎯ Cost 15

2. To assign points to all others, the following formula should be followed:
Lowest Cost Submitted Cost Submitted x Maximum Possible Cost Points = Cost Points to Award (see samples below)
Formula Sample Sample Sample
Lowest Cost Submitted $100,000 $100,000 $100,000
