About this file
This Solicitation Evaluation Criteria document is issued by the Nebraska Department of Transportation (NDOT) for Request for Proposal R420-25, seeking a vendor to provide Research Program Outreach and Administrative Assistance services. The one-year contract, with potential renewal for four additional years, will be opened on July 21, 2025 at 2:00 P.M. and requires comprehensive research communication and administrative services. Key deliverables include producing 125 research summaries annually, creating 25 hours of news polls, developing a 30-hour program fact sheet, and managing administrative travel reimbursements for up to 30 states participating in the Midwest Roadside Safety Pooled Fund.
The evaluation process will score vendors across three primary categories: Corporate Overview (40 points), Technical Response (45 points), and Cost (15 points), with a potential additional 20 points for vendor demonstrations. Cost points will be calculated using a comparative formula that awards maximum points to the lowest realistic cost submission. Mandatory requirements include submission of a Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a signed Contractual Agreement Form. The solicitation emphasizes cost realism and reasonableness, with point assignments proportional to submitted costs relative to the lowest cost proposal.
