About this file

This document is an Evaluation Criteria attachment for a Federal Bureau of Prisons (BOP) dental laboratory services solicitation (15BNAS26Q00000072). The BOP anticipates making a single award based on a Technically Acceptable/Lowest Price source selection methodology using an "all or none" evaluation approach, meaning quotes must meet every identified evaluation criterion to be considered for award. No tradeoffs are permitted, and offers are evaluated for acceptability but not ranked on non-price factors. The BOP reserves the right to make award without discussions or to open discussions if necessary.

Quotes are evaluated across three areas: Technical Capability, Past Performance, and Price Evaluation. Technical Capability requirements include demonstrating personnel, equipment, tools, and supervision capabilities; providing information on eight specific dental prosthetic services (complete dentures, cast removable partial dentures, transitional removable partial dentures, fixed partial dentures, porcelain-fused-to-metal crowns, full-cast crowns, mouth guards, and prosthodontic repairs/denture relines and rebases); acknowledging that prescriptions remain BOP property; addressing quality assurance requirements; providing evidence of minimum ten years' dental laboratory experience and current Certified Dental Lab or Certified Dental Technician certification; submitting staffing documentation to meet a seven-day in-lab timeframe; and providing SAM registration. Additional technical requirements include acknowledging place of performance, work schedule, special contract requirements, compliance provisions, invoicing requirements, and reporting capabilities with examples. Past Performance requires a minimum of three references with valid points of contact and complete contact information (telephone, fax, and email); responses without this information will not be rated on Past Performance. Price Evaluation assesses proposed prices for reasonableness, completeness, and balance without assigning an adjectival rating but considering them in overall best value determination.
