About this file
This is a Statement of Work for dental laboratory services for the Federal Bureau of Prisons.
The BOP seeks an Indefinite-Delivery Requirements Contract with Firm-Fixed Unit Prices to provide nationwide dental laboratory services for fabrication, repair, and modification of dental prosthetics across 122 institutions serving approximately 156,000 inmates. Core services include complete dentures, cast removable partial dentures, transitional removable partial dentures (up to 4 clasps), fixed partial dentures, porcelain-fused-to-metal crowns, full-cast crowns, mouth guards, prosthodontic repairs, and sleep apnea devices (TAP III, Elite, Myerson EMA). All prostheses must meet American Dental Association standards and use specified materials: highly cross-linked fluorescent vacuum-processed laminated denture teeth, chrome cobalt alloy for partial appliances, and base metal alloys for crowns and bridges. The contractor must maintain a licensed dental laboratory, have minimum 10 years of dental laboratory experience with at least one Certified Dental Technician assigned, and preferably hold Certified Dental Laboratory status. Turnaround time cannot exceed 7 federal workdays per case, with defective items remade at no additional cost. The contractor must be registered in the System for Award Management and maintain compliance with ADA guidelines, OSHA infection control regulations, state dental laboratory licensure, and HIPAA requirements. Invoicing is on a firm-fixed-price basis per prosthodontic appliance or step and must include patient name, register number, purchase order number, TIN, DUNS/UEI, and NAICS size certification. The contract includes a base year plus four option years with a 6-month extension, and the contractor must submit quarterly performance reports in Excel format tracking case details, costs, remakes, and rejections.
