About this file

This is a Sources Sought Notice (ACQR6091079) from the Department of the Navy Naval Facilities Engineering Command seeking information about industry capabilities to provide software solutions for Electric Vehicle Charging Facilities (EVCF) at Navy installations in the United States. The Navy requires a cloud-based software solution to manage, monitor, sustain, and secure EVCF interoperable control systems for their government operated vehicle (GOV) non-tactical fleet, supporting both Level 2 and Level 3 charging stations.

The required software must meet extensive technical specifications including: web-based tracking/metering capabilities, integration with WEX and Voyager fleet cards, scheduling features for off-peak charging, cost optimization services, 24/7 help desk support, and vendor-agnostic hardware interoperability. Cybersecurity requirements include FedRAMP Moderate authorization, compliance with NIST standards (800-171, 800-37, etc.), zero-trust network architecture, and comprehensive disaster recovery plans. Responses are due by February 25, 2025, at 14:00 Pacific time, limited to 10 pages, and should be submitted to Dyanne Van Der Kamp. The Navy emphasizes this is for market research only and no contract will be awarded directly from this notice.

REQUEST FOR INFORMATION

This is a SOURCES SOUGHT NOTICE ACQR6091079 for Market Research only to determine the availability of the firms to provide software for Electric Vehicle Charging Facilities, also known as Electric Vehicle Charging Stations or Electric Vehicle Supply Equipment, at Navy installations in the United States (U.S.).

THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE

AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will NOT be notified of the results of evaluations.

In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this synopsis are not offers and cannot be accepted by the Government to form a binding contract. This synopsis is issued solely for information and planning purposes and does not constitute a solicitation for proposals. Responses to this notice shall be treated as information only. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. Further, the government reserves the right to pursue any concepts that may result from this action without restriction.

PURPOSE: The Government seeks an Electric Vehicle Charging Facility (EVCF), also known as electric vehicle supply equipment (EVSE), software cloud solution to meet the needs of government operated vehicle (GOV) non-tactical fleet. The Navy shall procure a solution that can manage, monitor, sustain, and secure the EVCF interoperable control system. The EVCF software aligns with the Navy’s zero-emission strategic goals, specifically for the Government Operated Vehicle (GOV) non-tactical fleet. This Sources Sought is for EVCF software only, and does not include the purchase, maintenance, or operation of electric vehicles or EVCF hardware.

SCENARIO AND GOALS: The Government would like industry software solution for EVCF interoperable control systems at Navy installations in the U.S. Contractors may propose solutions at named individual Navy installations in the U.S. The contract type desired is firm fixed price, where contractor would provide the software solution hosted in the cloud to support the Navy’s day-to-day management of EVCFs. Contracts will include technology, cybersecurity, and operations and maintenance of the EVCF. It is desired that any new EVCF is focused on serving GOVs. Navy demand for EVCF solutions to service GOVs will grow over time as electric vehicle adoption increases within the non-tactical vehicle fleet.

SUPPORTING POLICY TO EXPAND EVCF: Executive Order 14057, signed in December 2021, directs the Federal Government to acquire zero emission vehicles (100% light-duty acquisitions starting FY2027, 100% medium- and heavy-duty acquisitions starting FY2035).

DESIRED EQUIPMENT AND CAPABILITIES:

The Navy is seeking a response that clearly communicates a solution for Level 2 and Level 3 EVCF software to support their operations in compliance with the requirements below:

Business and Sustainment Requirements:

Charging stations shall meet IT security and privacy requirements communicated in the GSA BPA for the EVCF and Ancillary Services (EVSE purchasing resources | GSA).

Vendor software shall have automatic web-based tracking/metering and control for a vendor agnostic hardware interoperable environment. At a minimum, the web-based application shall generate per vehicle kW usage and charging times based on user input intervals. Charger electronic data interface shall capture and be capable of push or pull file transfer of the following parameters listed below. Feature shall include energy and demand metering conforming to ANSI C12.20. Web-based control capability shall enable remote charger station administration and access control.

Vendor software shall integrate with payment/activation/vehicle identification method, including either magnetic swipe or RFID.

Vendor software shall integrate and accept or connect to the following fleet cards:

o WEX o Voyager

Vendor EVCF software shall have scheduling features that allow for programmed charging for utility off-peak start times.

Vendor shall be able to properly integrate hardware and software while meeting all GSA EVSE BPA requirements.

Vendor software shall be able to manage and analyze EVCF inventory and ensure full visibility of assets based off commissioning and decommissioning of old and new EVCF and changes to existing EVCF.

Vendor shall provide training services on how to properly implement, manage and sustain hardware and software.

Vendor software shall be able to provide cost optimization services.

Vendor software shall be able to operate and maintain a hardware vendor agnostic interoperable environment as the systems updates.

The vendor shall implement and maintain an operational help desk in support of EVCF system users. Help desk support should be operational 24/7. The vendor shall support business and organization requirements while following internal local support processes and procedures that assist them in providing support for EVCF systems, in accordance with NAVFAC, internal, and local memorandum(s) of understanding/agreement, and system SOP(s). The vendor shall perform the following tasks:

o Provide customer service, receive, assist, document, resolve incidents and problem resolution via identification and resolution of technical problems.
