About this file

This is a Sources Sought Notice (RFI ACQR6091079) from the Department of the Navy seeking information about industry capabilities to provide hardware for Electric Vehicle Charging Facilities (EVCF) at Navy installations in the United States. The Navy is specifically looking for Level 2 and Level 3/Direct Current Fast Charge (L3/DCFC) charging station hardware solutions that can integrate with Navy EVCF software, with a preference to procure and own the hardware while receiving vendor support for maintenance and updates.

The technical requirements include minimum 7kW output for L2 chargers and 50kW for L3 chargers, 14-foot minimum cable length, dual connectors per station, and compatibility with SAE J1772/NACS/CCS1 standards. Vendors must meet GSA EVSE BPA IT security requirements, provide at least 1-year warranty, support WEX and Voyager fleet cards, offer 24/7 support, and provide nationwide maintenance services. The hardware must comply with OCPP 2.0.1 and ISO 15118 communications standards. Responses are limited to 10 pages in Times New Roman 10-point font and must be submitted to Dyanne Van Der Kamp by February 25, 2025, at 14:00 Pacific time. This is for market research only and will not result in a contract award.

REQUEST FOR INFORMATION

This is a SOURCES SOUGHT NOTICE ACQR6091079 for Market Research only to determine the availability of the firms to provide hardware for Electric Vehicle Charging Facilities, also known as Electric Vehicle Charging Stations, at Navy installations in the United States (U.S.).

THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE

AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will NOT be notified of the results of evaluations.

In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this synopsis are not offers and cannot be accepted by the Government to form a binding contract. This synopsis is issued solely for information and planning purposes and does not constitute a solicitation for proposals. Responses to this notice shall be treated as information only. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. Further, the government reserves the right to pursue any concepts that may result from this action without restriction.

PURPOSE: The Government seeks an Electric Vehicle Charging Facility (EVCF), also known as electric vehicle supply equipment (EVSE), hardware solution to meet needs of government operated vehicle (GOV) non-tactical fleet. The Navy would prefer to procure and own the hardware with required support from vendors to maintain and update. EVCF hardware solution (including both Level 2 and Level 3 charging stations) should consist of key functional hardware components, energy management, and services to maintain and update EVCF components for an EVCF interoperable control system. This Sources Sought is for EVCF hardware, and does not include the purchase, maintenance, or operation of electric vehicles or EVCF software.

SCENARIO AND GOALS: The Government would like industry hardware solutions for EVCF interoperable control systems at Navy Installations in the U.S. Contractors may propose solutions at specific Navy installation in the U.S. The contract type desired is firm fixed price, where contractor would provide the hardware solution to support the Navy’s day-to-day management of EVCF and complimentary cloud software. Hardware solution should be inclusive of required technology and cybersecurity best practices and requirements as seen below. Navy demand for EVCF solutions to service GOVs will grow over time as electric vehicle adoption increases within the non-tactical vehicle fleet.

SUPPORTING POLICY TO EXPAND EVCF: Executive Order 14057, signed in December 2021, directs the Federal Government to acquire zero emission vehicles (100% light-duty acquisitions starting FY2027, 100% medium- and heavy-duty acquisitions starting FY2035).

DESIRED EQUIPMENT AND CAPABILITIES: The Navy is seeking a response that clearly communicates a solution for Level 2 (L2) and Level 3/Direct Current Fast Charge (L3/DCFC) EVCF hardware with the ability to integrate hardware with the Navy’s EVCF software to support their operations in compliance with the requirements below:

Business, Sustainment, and Cyber Requirements:

Vendor hardware shall meet IT security and privacy requirements communicated in the GSA EVSE BPA (EVSE purchasing resources | GSA).

Equipment shall have at least a 1-year warranty, 2-year warranty is recommended.

Vendor shall provide a payment/activation/vehicle identification method, including either magnetic swipe or RFID.

EVCF shall accept or connect to the following fleet cards:

o WEX o Voyager

Vendor shall be able to properly integrate hardware with the Navy’s EVCF software while meeting all GSA EVSE BPA requirements.

Vendor shall provide nationwide training services on how to properly implement, manage, and sustain hardware.

Vendor shall be capable and responsive when providing maintenance services to physically maintain EVCF with hardware upgrades.

Technology Requirements (Hardware):

Materials and equipment shall be standard products (commercial or industrial use for 2 years prior to bid opening) or have a certified record of satisfactory field operation of at least 6,000 hours, exclusive of manufacturer’s factory or laboratory tests.

Each charger shall contain at least two connectors.

Charging connectors shall match vehicle requirements:

o For U.S. L2 chargers: SAE J1772 or NACS/SAE J3400 connectors.

o For U.S. L3 chargers: CCS1 or NACS/SAE J3400 connectors.

Vendor charger connection cables shall be 14 feet minimum.

Vendor shall provide the option of an L2 EVCF.

Vendor L2 EVCFs require at least 7 kW per L2 connector.

Vendor L2 EVCF shall be ENERGY STAR certified or offeror shall provide full reasoning and information of the system efficiency, as to why the units are not ENERGY STAR certified.

Vendor shall provide the option of an L3 EVCF.

Vendor L3 EVCFs require at least 50 kW per L3 connector.

Charging stations shall include visual operational status indicators as follows (or equivalent):

o Ready to Charge o Charging o Complete o Paused-Waiting to Charge o Fault

Vendor hardware Communications interface shall comply with:

o OCPP 2.0.1 for communication between chargers and the charging network.

o ISO 15118 for communication between vehicles and the grid.

Vendor shall offer 24/7 station support to service malfunctioning stations.

Vendor shall provide nationwide maintenance repair and on-site labor to address issues reported by either the help desk or customer/client to replace physical parts of the EVCF, and dispatch resources to fix the issues.

Vendor shall offer a baseline configuration for standing up EVCF hardware to properly integrate with multiple software’s and includes physical security best practices.

Vendor shall have offline disaster recovery if the network connection is lost.

In summary, the Government wants to know if the industry is interested in providing hardware and software for EVCF, and if the industry believes that it is a financially viable solution.
