About this file

This document is an Addendum for a Request for Proposal (RFP) and Contract No. 24CSP010 issued by the University of Texas at Austin for the MCD (M53) HET HVAC Replacement project at the McDonald Observatory in Fort Davis, Texas. The addendum revises portions of the original RFP documents, including changes to the Pricing and Delivery Schedule, the Specifications, and the Drawings. Key changes include adding new specification sections for a Modular Chiller Plant and Modular Outdoor Central-Station Air Handling Units, modifying the air handling unit and variable frequency drive schedules, and providing clarifications on temporary power, federal Davis-Bacon wage rates, and the relocation of an existing drain line.

The Pricing and Delivery Schedule includes a Base Proposal as well as three Alternates related to the DDC system, air handling units, and variable frequency drives. Unit prices are also provided for adjusting the contract price. The project has a duration of 425 calendar days and includes liquidated damages of $1,000 per day for late completion. The awarded contractor must provide performance and payment bonds if the contract exceeds $100,000.

IV. CLARIFICATIONS

ITEM 14: QUESTIONS/ANSWERS: The following questions were received after the Pre-Proposal Conference. Answers are inserted.

Question # 1: During the removal and replacement of the electrical gear, normal utility power will be down. Is it acceptable for the Contractor to utilize temporary power from the existing backup generator?

Response: Yes. The Contractor shall submit a detailed plan to utilize temporary power to UT and the Engineer for review and approval prior to the utility power shutdown.

Question # 2: We noticed there are two different Davis Bacon wage rate tables in the bid documents - one for UT work alone, and one for federally funded work. Are there federal funds for this project and is this being funded by a shovel-ready funding program? Please confirm if this is a Buy American Act project.

Response: According to Section 4.26 of the UGC's, UT Austin projects not located in the Travis County / Austin area are subject to the federal Davis Bacon wage rates. The other table is for work that takes place inside of the Travis County / Austin area.

Question # 3: Are there any fees or costs from AEP Texas (the local electric utility) for the transformer change-out to be included in the contractor's bid?

Response: The contractor should contact AEP directly to determine any fees/costs that must be included in the bid.

(M53) HET HVAC REPLACEMENT

MCD CP766229 04102024 ADD1-4

Question # 4: Is this a Buy American project? I haven't found a requirement to do so, but I noticed all of the valves specified are manufactured in America by model number codes.

Response: There are currently no requirements for the project to be "Buy American." The contractor should meet or exceed all requirements in the construction documents.

Question # 5: Regarding the relocation of the existing drain line, can UT provide any information about the piping depth or the soil conditions of the new routing path?

Response: No as-built information is available for this existing drain line.

Based on the size of the system, it should be safe to assume the depth of this line is about four to five feet below grade.
