About this file

This document is an amendment to Invitation for Bid (IFB) 23-384 issued by the City of Missouri City, Texas for Citywide Repair of Streets and Sidewalks. The City is seeking bids to establish a multi-year contract for the necessary personnel, equipment, materials, and services to perform sidewalk, street panel, asphalt, and concrete pavement lifting and leveling repairs on an as-needed basis. This amendment incorporates revised bid forms, clarifies bid requirements, and provides answers to questions received from potential bidders. Key changes include revisions to line items for mobilization, ADA ramps, thermoplastic striping, and lift/leveling methods. Bids are due on November 15, 2023, with the contract term to be determined based on the number of years bid.

The bid forms require unit pricing for a variety of sidewalk, street panel, asphalt, and concrete pavement repair items over a 3-year period. There are separate forms for public works and parks and recreation requirements. Bonding is required based on the total bid amount. Historically Underutilized Businesses (HUBs) may be used as subcontractors. The current incumbent contractor is unknown.

AMENDMENT NO. 1

INVITATION FOR BID (“IFB”) 23-384

CITYWIDE REPAIR OF STREETS AND SIDEWALKS

The City of Missouri City (“CITY”), Texas has issued this Amendment No. 1 to the above-referenced IFB for the purposes of:

1. Incorporating:

1.1 Revised Attachment B Price Sheet and Revised Attachment C into the solicitation, which must be submitted in lieu of the original Price Sheets

1.1.1 Items 1, 20, and 56 of revised Attachments B-1-1, B-1-2, B-1-3, B-2-1, B-

2-2, B-2-3, B-3-1, B-3-2, and B-3-3 are deleted in its entirety.

1.2 Revised Attachment A Bid Cover Sheet which must be submitted in lieu of the original Attachment A Bid Cover Sheet.

1.3 Revised Attachment F Questionnaire which must be submitted in lieu of the original Attachment F Questionnaire.

2. Answering the following Questions that were submitted to the CITY in writing per Exhibit B Procurement Schedule:

Question 1: Who do we direct any questions we may have to?

Answer 1: See item 4 of Exhibit E Procurement Schedule.

Question 2: Line Items #1, #20, & #56 regarding mobilization. Is that yearly, monthly, or sum per job?

Answer 2: Per job.

Question 3: Line Item #28 regarding ADA Ramps. Is that New or remove & replace?

Under the sidewalk section of bid there is a new and a remove and replace.

Answer 3: This is for new ADA Ramps. An additional line item will include remove and replace.

Question 4: Line Items #31-#42 regarding thermoplastic markers. Thermoplastic is a subbed-out product and the subcontractor will require a minimum po amount. Under the specs, can we clarify that there will be a minimum purchase order amount, otherwise prices will be affected to estimate minimums?

IFB 23-384

Amendment No. 1 October 19, 2023 Page 1 of 4

Answer 4: The quantities in the bid are the amounts to bid. If the awarding contractor wishes to do all striping at once, this can be discussed and agreed upon with the Public Works Department.

Question 5: Line Items #59 & #60 regarding asphalt. Can it be changed to 2” because most all asphalt overlay is based on 2” thickness?

Answer 5: The description has been corrected to reflect 2” Depth Asphalt Milling and 2” Asphalt Overlay.

Question 6: Line Items #63 & #64 regarding polyurethane concrete lifting foam.

Normally it is based on price per pound, not square footage.

Answer 6: This is not a question.

Question 7: Can you consider a separate line item for bonding? Based on the estimated quantities, a large dollar amount will be required to be bonded. If the city’s actual annual budget is notably lower, the contractor will be paying a bond percentage on monies not spent.

Answer 7: A separate line item has been added for bonding. See item 67 of Revised Attachments B-1-4, B-2-4, and B-3-4, and item 21 of Attachments C, C-1, and C-2.

Question 8: What is the last day that questions can be asked for amendments for this bid?

Answer 8: See item 4 of Exhibit E Procurement Schedule.

Question 9: Line item 2. Is traffic control based on a single address, a block of address on a street, or a neighborhood?

Answer 9: Traffic Control will be determined per the location of the sidewalk repair.

The Project Manager will assist with evaluating when traffic control is necessary.

Question 10: Line item 11. Will you change the unit to LF? I believe it was a typo.

Answer 10: The unit should be changed to LF.

Question 11: Line items 13 & 50, Will you define “tree root” and confirm the city supervisor must authorize before payment? It was my understanding one pay item per tree max if the roots affect work and if approved by a city rep. I want to compare apples to apples. It is my understanding the pay item is based on one pay item per tree if and only if the trees roots affect the purpose work.

Answer 11: The pay item is for tree roots per panel and will be approved by the Project Manager.

Question 12: Line items 17 & 18: Will you remove line item 17? I read it as to be the same as line item 18.

Answer 12: Line Item #17 refers to replacing any damaged sprinkler system due to construction. Item #18 refers to replacing any damage sprinkler head due to construction.

October 19, 2023 Page 2 of 4

Question 13: Line item 28: Will you clarify if it is new or remove and replace?

Answer 13: Corrections will be made to line item 28 to state “Standard ADA Wheelchair Ramp (New)”. An additional line item will be added for “Standard ADA Wheelchair Ramp (Remove and Replace)”.

Question 14: Line items 31–42: Can you add a note that a minimum PO of 2500.00 will applied to these line items? Thermoplastic is a product that will be subcontracted out and the subcontractor has a minimum to show up. An average street repair is approximately 100’ long and will only have minimal striping. If a minimum PO is not defined prices will have to be adjusted to cover cost which will skew priced dramatically.

Answer 14: See Answer 4.

Question 15: Line items 59 & 60: Can you adjust the line items to say 2”? All repairs are typically done as a 2” asphalt overlay.

Answer 15: See Answer 5.

Question 16: Line items 63 & 64: Will you change the unit to lbs (pounds)?

Answer 16: The Unit has been corrected to LB (pounds).

Question 17: On the price sheets B-1-4, B-2-4, and B-3-4 items 63 & 64 have unit measurements of SF (square foot). However, your tech specification for these items from TXDOT (Raising and Undersealing concrete slabs with foam systems) Page 2-2 items 6 and 7 show pounds (lb) as the unit of measurement and payment, which is typical. Can you clarify which unit we should use in pricing these items; in addition, if it is per the spec. (pounds) will you adjust the est. quantity down to be in line with this unit?

Answer 17: The units has been changed to LB and the quantiles updated and reflected on Revised Attachments B-1-4, B-2-4, and B-3-4.

Question 18: On Exhibit A page 5 of 5 line 2.2.2 “… by injecting the slab with cementitious slurry material or Polyurethane …”: The “or” implies we can pick a system for leveling slabs. If that is the case, then can we provide pricing for grout(items 61 &

62) or polyurethane(items 63 & 64)? If that isn’t the case, then do you require unit pricing on all items?

Answer 18: Provide pricing for polyurethane. Provide pricing for all items.

Question 19: Will this project need a bid bond?

Answer 19: Yes, per Section 10 on page 4 of 12, and see Answer 7.

Question 20: The performance and payment bond shows to be for the amount of a 1 year term. If we are putting up certified funds for the bid bond, is it 5% of one year term or 5% of all 3 years together?

Answer 20: The amount of the Bid Bond must not be less than five percent (5%) of the Total Bid Price.

October 19, 2023 Page 3 of 4

Answer 20 (A): As specified on page 1 of the solicitation, the intent of the solicitation is to establish a multi-year contract for the required services; however, bidders have the option of choosing the number of years they are willing to offer their services to the City of Missouri City, Texas. If a bidder chooses to bid year one (1) only, then their corresponding Bid Bond must not be less than five percent (5%) of the Total Bid Price.

Question 21: Will the City allow for a Letter of Credit in lieu of a P&P Bond?

Answer 21: No.

Question 22: During the pre-bid, the speaker mentioned we may only bid on the PW items in totality or the P+R items in totality. I just want to make sure that I didn't misunderstand him. So, we may only bid on the items in attachment B (PW requirements) without having to bid on the items in attachment C (P+R requirements) or vice versa?

Answer 22: As per the last line of the “Note” on page 10 of 12 of the solicitation:

“…bidders can choose which Attachments to submit a competitive bid”; moreover, there is a space provided on Attachment A for the bidders to indicate which requirements they are bidding on.

Question 23: Line item 8: Can you clarify? A border should be linear feet the unit is labeled (SF) square feet. The description talks about excavation of playground (which would be SF). Can you clarify if that is part of the line item? It will not be a consistent ratio of playground excavation to border and will be difficult to fairly price if not bid separately from the border.

Answer 23: Line item 8 has been changed to linear feet and is for playground border only. Line item 21 has been added as square footage and is for playground surfacing excavation only.

Question 24: Line item 17. Can you remove this line item? It is redundant with line item 10.

Answer 24: Line item 17 has been removed due to redundancy.

All other terms and conditions specified in IFB 23-384 shall remain the same.
