About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Texas Juvenile Justice Department (TJJD) for a Juvenile Offender Telephone and Tablet System (JOTTS). The RFP seeks proposals to provide youth telephone services at ten (10) facilities across the state of Texas, including in Denton County and the city of Carrollton. The addendum provides additional details and answers to questions from potential bidders, including clarification on the scope of services, youth population data, and the current contract environment. Bidders are required to acknowledge receipt of this addendum prior to the proposal due date. The contract term and any renewal options are not specified.

The addendum indicates that TJJD does not currently receive any commissions on revenue generated by the youth phone system, and that bidders are encouraged to provide multiple pricing options. The current vendor, Consolidated Telecom, Inc., manages the youth accounts, and no fees are currently charged to end-users. Bidders are required to provide new equipment that integrates with their proposed solution, and onsite staffing at TJJD facilities is not required. The addendum also provides details on the current video visitation and tablet capabilities, or lack thereof, at the facilities.
