The document establishes operational requirements for security personnel providing 24/7 coverage across three shifts: 7:00 a.m. to 3:30 p.m., 3:30 p.m. to 11:30 p.m., and 11:30 p.m. to 7:30 a.m., with one guard assigned to each shift. Personnel are required to maintain familiarity with building systems, emergency procedures, and the Office Emergency Action Plan; comply with the DFPS Acceptable Use Agreement for computer usage; and report unusual incidents to appropriate authorities including local police, fire departments, and the HHS Facility Manager. Additional duties include assisting with flag protocols, escorting employees and visitors as requested, handling lost and found items, and providing relief coverage during lunch and break periods. The document specifies that security personnel must not sign for packages, use conference rooms, engage in personal activities, or access restricted areas without authorization, with all access control actions requiring documentation in incident reports.
