About this file

This is an Open Enrollment (OE) solicitation document from the Illinois Office of Inspector General (OIB) for statewide employee benefits administration services. The procurement seeks a qualified vendor to provide comprehensive open enrollment support, including enrollment processing, employee communications, benefits counseling, and customer service support for state employees participating in the Illinois Benefits system. The solicitation encompasses multiple benefit plan options and requires the vendor to manage enrollment periods, process enrollment changes, maintain enrollment databases, and provide multilingual support to ensure accessibility for all eligible state employees. The document establishes specific response requirements and timelines for interested bidders to submit proposals demonstrating their qualifications, relevant experience, staffing capabilities, and proposed methodologies for delivering open enrollment services. The contract term and any renewal options would be specified within the complete solicitation documents, along with performance metrics and service level agreements that vendors must commit to meeting.

The solicitation likely includes pricing requirements for vendors to submit detailed cost proposals covering labor, technology infrastructure, training, and other necessary resources to execute open enrollment operations. The Illinois Benefits system may include set-asides or preferences for minority-owned, women-owned, or disadvantaged business enterprises as permitted under state procurement regulations. Incumbent vendor information and current service delivery performance would inform the evaluation criteria and baseline expectations for the new contract. Funding for this procurement would derive from the State of Illinois employee benefits budget, with costs potentially allocated across multiple state agencies and entities participating in the benefits program. The complete solicitation documents would specify all technical requirements, evaluation factors, mandatory compliance standards, and the process for vendor selection and contract award.
