About this file

This document is a Questions & Answers file for RFQ 2605-002 issued by Travis County Healthcare District d/b/a Central Health for Architectural and Engineering services related to the Cameron Center project in Austin, Texas. The project involves comprehensive design and construction administration services for a multi-building Medical Respite and Community Services Campus located on a 4.38-acre site with three existing buildings totaling approximately 122,000 square feet plus a parking deck. The scope encompasses six primary service phases: Programming & Pre-Design, Schematic Design, Design Development, Construction Documents, CMAR Procurement, and Construction Administration, with project completion anticipated by early Spring 2030. A voluntary pre-qualification submittal conference was held on May 20, 2026, via Microsoft Teams. The written questions deadline was June 2, 2026, with responses provided through June 5, 2026. Qualification statements are due by June 12, 2026, at 2:00 PM Central Time, with public opening scheduled for June 12, 2026, at 3:00 PM. No site visits will be scheduled. The selected firm is expected to be contracted by Summer 2026.

Central Health has budgeted $55 million for construction costs and will employ a Construction Manager at Risk delivery method. The design team must identify geotechnical investigation needs, with the Owner providing the geotechnical services separately. Respondents must submit architect-led teams with comprehensive in-house or contracted subconsultants and obtain current Texas professional licensure at the time of proposal submission. All required disciplines including architecture, structural, mechanical, electrical, plumbing, fire protection, civil engineering, landscape architecture, commercial kitchen design, and accessibility consulting must be included. Central Health encourages good faith efforts for Historically Underutilized Businesses participation but has not designated specific MBE, WBE, or VetHUB set-asides or goal requirements. The project requires AEGB 3-star certification, and the buildings' interiors have been gutted to central cores with all systems demolished. Respondents must provide current professional liability, general liability, and workers' compensation insurance; complete conflict of interest questionnaires; and comply with all state and federal regulations. Compensation will be negotiated during contract execution for Basic Services, with Additional Services compensation on an hourly or lump sum basis subject to prior written authorization.
