G. Selection of Finalists
The selection process may be conducted in two steps. In the first step, the Evaluation Committee will evaluate and score written Qualification Statements using the evaluation criteria identified in section VI.A.
(Narrative Prompts/Evaluation Criteria). Based on the resulting step one scores, the Evaluation Committee, as a second step, may develop a “short list” of Respondents who may be invited to an interview.
H. Interviews of Short-listed Finalists Based on step one of the selection process Central Health, at its sole discretion, may determine that it is necessary to interview the short-listed finalists prior to making a recommendation. If Central Health desires to conduct interviews, only short-listed finalists will be invited to present their qualifications to the Evaluation Committee. The purpose of interviews, if conducted, is to ensure the Evaluation Committee’s understanding of the Respondent’s qualifications, as well as to evaluate the Respondent’s team under the criteria set forth in section VI.A. (Narrative Prompts/Evaluation Criteria). When conducted, interview scores will be used as an additional consideration to determine selection of the most qualified Respondent. The Procurement Authority will schedule the time for each Respondent presentation, if applicable. All Respondent presentations will be held as virtual conference call presentations. Each interviewee will be allowed fifteen (15) minutes to set up and one (1) hour for the presentation and questions/answers.

Unless the procurement is terminated, Central Health will commence negotiations with the highest ranked Respondent to attempt to negotiate a contract for the services requires at a fair and reasonable price (“Negotiation”). If an agreement is not reached, the Negotiation will be formally terminated in writing, and Negotiation with the next highest ranked respondent will be commenced.
J. Contract Award At the recommendation of the Evaluation Committee, Central Health may, but is not obligated to, award a Contract to the Respondent whose Qualification Statement and Negotiation response best satisfies Central Health’s requirements. Any resulting documentation from a Negotiation process, as well as the entire Qualification Statement, will become part of Central Health’s awarded Contract.
III. RESPONDENT RIGHTS AND OBLIGATIONS

Such amended Qualification Statement must be a complete replacement for any previously submitted Qualification Statement and must be clearly identified as such in the transmittal letter. Central Health will not sort, otherwise isolate, or redact proprietary or confidential information embedded within the body of Qualification Statement. Central Health is a public entity subject to the Texas Public Information Act. In the event a Respondent’s materials are requested under the Act, any claim of confidentiality in a Qualification Statement must be submitted to the Texas Attorney General for an opinion in order to be withheld from release.
B. Obligations Conditions and Contract Terms Associated with RFQ
Respondents must indicate their acceptance of all conditions governing the RFQ in their letter of transmittal. Additionally, Respondents must agree to include the terms contained within Exhibit G – Sample Contract with Required Contract Terms and Conditions, which is incorporated in this RFQ, in any Contract that results from this RFQ. 1. Project Overview & Background Central Health is soliciting proposals from qualified architectural and engineering firms to provide comprehensive professional design services for the Cameron Center — a proposed multi-building Medical Respite and Community Services Campus located at 7901 Cameron Road in Austin, Texas 78754. The 4.38-acre site houses three buildings totaling approximately 122,000 square feet. A parking deck is situated on the back part of the site. Site work may include addressing grade changes, utility upgrades, creating ADA accessible outdoor amenities, and areas to accommodate animals who are in the care of the population seeking services.
This project represents a significant public investment in integrated care for high-risk populations, especially those experiencing homelessness with medical conditions and frequently co-existing conditions. The Cameron Center is designed to address the need for medical respite, behavioral health, clinical support services, and wraparound services for Austin's vulnerable and unhoused populations. Proposers must demonstrate expertise with licensing or regulatory jurisdictions, HHSC architectural review process, and other requirements that may apply to the campus. Currently, Central Health plans to solicit a Construction Manager at Risk, when appropriate and with the design team, as the construction delivery method.
The facility has been developed through an internal planning process that included an assessment of lessons learned from the existing CEC (Clinical Education Center at 1400 N. I-35) facility. Key programmatic decisions have been made by operational feedback, staff experience, and participant needs. Target opening is early Spring of 2030 with $55 Million currently budgeted for construction.
1.1 Project Goals/Design Principles
• Deliver a dignified, safe, and accessible environment for participants receiving medical respite and community support services that promote holistic healing through the environment and programming.
• Create a setting that feels welcoming, humane, and non-institutional while maintaining infection control standards.
• Minimize stressors and promote a sense of safety, control, and calm through Trauma Informed
Design.
• Physically and functionally integrate clinical operations with the broader residential community.
• Incorporate other clinical services for the greatest amount of flexibility in serving this population and potentially others.
• Meet or exceed applicable accessibility (ADA/TAS), life safety, and building code requirements that ensure equitable use for people with diverse physical needs.
• Support a phased design and construction approach aligned with available infrastructure and budget
• Achieve design excellence appropriate to a mission-driven public healthcare system.
• Provide a range of spatial and environmental options that support personal control and dignity and
• Support social interaction while respecting varying levels of engagement and build community.
• Integrate safety measures in a non-restrictive, non-institutional manner.
• Create spaces that can adapt to changing populations and demographics over time.
2. Site & Facility Description The Cameron Center campus consists of three buildings situated along Cameron Road in Austin, Texas. The architectural and engineering scope encompasses all three buildings, with varying programmatic functions assigned to each, and the overall campus site plan. Central Health will work with the selected design professionals to ensure that the appropriate building assignments best meet the project goals.
