About this file
This addendum contains the attendee list and written transcription from the Pre-Qualification Submittal Conference for RFQ 2605-002, issued by the Travis County Healthcare District d/b/a Central Health (Misty Salamero, Procurement Manager) on May 22, 2026. The conference, held on May 20, 2026, at 11:30 AM Central Time via Microsoft Teams, addressed comprehensive Architectural and Engineering services for the Cameron Center, a multi-building Medical Respite and Community Services Campus located at 7901 Cameron Road in Austin, Texas 78754. The 4.38-acre site comprises three existing buildings totaling approximately 122,000 square feet plus an existing parking deck requiring interior demolition completion and subsequent design addressing grade changes, utility upgrades, ADA-accessible outdoor amenities, and animal care areas. The RFQ was posted May 5, 2026, with the Q&A period remaining open through June 2, 2026, formal responses due June 5, 2026, qualification statement submissions due June 12, 2026, at 2:00 PM Central Time, and a public opening scheduled for June 12, 2026, at 3:00 PM. The conference was voluntary and not mandatory for submission; however, 127 representatives from prime consultants and subconsultants attended to clarify project scope and discuss design considerations including potential building envelope modifications, covered walkways connecting buildings, parking reduction strategies, LEED compliance (Austin Energy Green Building standards), geotechnical investigation responsibilities, and structural system enhancements.
Key project parameters discussed include no specific VetHub requirements for this design contract (though good faith efforts remain Central Health policy for construction contracts), potential geotechnical work to be evaluated and possibly procured separately from the A/E contract, preliminary architectural space programs included within the scope of work, and flexibility regarding building footprint expansion if functionally justified by the final program. The design must accommodate the Medical Respite Program's unique population of unhoused individuals recovering from acute care, integrate primary care and specialty services, address substance use disorder treatment and behavioral health services, and coordinate with multiple clinical departments. Central Health subject matter experts present included Stephanie McDonald (project sponsor), Dr. Beth Schulwolf (Associate Chief Medical Officer), Alan Bell (consulting), and Shawn Lavin, who clarified that the design phase would proceed under a Construction Manager at Risk delivery method with construction administration through project completion anticipated by Spring 2030. No pricing information was permitted in qualification statements, and all communications regarding the solicitation must be directed to Central Health's procurement team.

Salamero, Misty started transcription
Salamero, Misty 0:04 Okay, recording has started. Thank you everyone for joining our pre-qualification meeting for RFQ 2605002, Architectural and Engineering Services for Central Health's Cameron Center.
This is an active solicitation. It was posted on...
May 5th, 2026. With that being said, all communications regarding the solicitation must be run through Central Health's procurement team, either myself or Jennifer Fidler or CH purchasing at centralhealth.net.
To start, can you please sign into the chat with your name, company, and whether you're an interested prime consultant or sub-consultant?
As I give the overview of this solicitation.
Questions may be asked in the chat. An opportunity to verbalize questions will be provided once I hand the floor to Central Health subject matter experts.
The requesting department of this RFQ is Central Health's Real Estate Development Project Team, joined by partners from our health care operations.
The RFQ intends to solicit qualification statements from qualified architectural and engineering firms to provide comprehensive professional architectural design and engineering services for Cameron Center. Cameron Center is a proposed multi-building medical, respite, and community services campus.
Address for that location is 7901 Cameron Road in Austin, Texas. 78754.
The site is approximately 4.38 acres and houses three.
approximately 122,000 square feet.
The site includes a parking deck located at the back and it has been, the interior demolition has been completed.
Design and engineering will need to address grade changes, utility upgrades, creating ADA accessible outdoor amenities, and areas to accommodate animals who are in the care of our population seeking services.
This RFQ has been active as of May 5th, 2026.
ITEM 2: WRITTEN TRANSCRIPTION
The pre-qualification submittal event is not considered a mandatory requirement in order to submit a qualification statement.
Our Q&A period is open now. All questions are due by Tuesday, June 2nd, 2026.
All questions will be answered, formally answered, by Central Health Procurement on Friday, June 5th, 2026.
And qualifications, qualification statements will be due.
on Friday, June 12th, 2026.
A week prior to the due date for submissions, please expect a notice to be posted to BidNet with a link to the public opening. Only the names of the firms who submitted A qualification statement by the deadline will be read.
With that being said, this is a request for qualifications. At this point in time, we are not discussing pricing in any form. Pricing, if proposed in your qualification statement, will be grounds for disqualification from the process.
And then now let me see who is here from our subject matter experts.
We have Alan Bell, Shawn Lavin.
Manning Pletz.
on the call. I'm sorry, it's a very long list. So I will be handing the floor. Oh, Stephanie, Stephanie McDonald is here as well.
McDonald, Stephanie 4:39 Misty, I'm here too.
Salamero, Misty 4:49 So I will open the floor to them to discuss any other information about this project and to answer questions as they come in.
McDonald, Stephanie 5:05 I just want to thank everybody for being on the call and being interested in this project. The Medical Respite Program is one that is very unique to Central Health in that we are taking people that are usually unhoused or experiencing homelessness, that are needing a safe place to recover, usually from a hospitalization or a more acute care environment. They are in this program, hopefully to give them a safe place to recuperate. There are multiple ways that people can enter into the program, but it is usually through approval of the medical director of the respite program. And they are in our care as long as they need to. Ideally, they are also working on potentially more stable housing while they are in our care. There are other services that are in place.
And, in addition to the housing, there's.
primary care, potentially access to some specialty care. We are working on trying to firm up what specialty care services would be provided on site. And we are also looking at other co-location, including mental behavioral health treatment, such as substance use disorder, We have a program right now called the Whole Health Addiction Medicine Program that may have a presence at the Cameron site.
I'm happy to answer any questions. And there's Dr. Schulwolf, who is also a subject matter expert on the clinical side.
Schulwolf, Beth 6:45 Oh, hi, everybody. Thanks for, thanks, Stephanie. Yeah, my name is Beth. I'm the Associate Chief Medical Officer over the Medical Respite Program as one of the programs in my portfolio. And we've learned a lot over this past few months in our existing medical respite program. And so looking to see how we might be able to take those learnings and Optimize the camera location.
Salamero, Misty 7:16 I'm going through the chat looking for questions. If not, anyone on the meeting can speak up if they have a question they'd like to ask.
Okay.
Here we have one.
The majority of the lot is pervious pavement, but the program calls out for a garden, walking track, and outside physical activity space. Is there a quantity of parking spaces that the facility is targeting to provide, and would that leave enough area for these outdoor spaces? And do they want to keep the parking structure in the back corner.
McDonald, Stephanie 8:14 So I think that this has potentially smaller parking needs or reduced parking needs compared to traditional medical office uses. And because the population is in residence, there's not as much back and forth. So I don't think that the vehicular access is as an important requirement.
We are looking for some help in making sure that we are adequately providing for at least team members. And then, you know, appropriately positioning any other outside clinical services that may have patients from outside of this resident population. And that is a consideration that we would like to get experts on. And then we also know that There's some challenges to how that parking deck is currently situated at the lower level of that parking deck is kind of scary and sketchy, and I'll just say that. But maybe it could be repurposed. And so I think we're open to Taking out some mouthful.
Salamero, Misty 9:24 Okay, I'm going to stick to the project team questions, but I will come back to David's question about the RFQ deadlines. So next question is, can you confirm geotechnical is not included in this RFQ scope?
McDonald, Stephanie 9:45 I cannot. If we need to do additional geotech work, we absolutely need that identified. And I think can be, you know, separate from augmenting this. Manning, I'm not sure if you have strong feelings.
Salamero, Misty 10:18 Um, Manning, if you're saying something, we can't hear you.
McDonald, Stephanie 10:30 And if Shawn or Alan want to chime in, I'm happy if they'd like to add anything to that.
Alan Bell 10:38 Yeah, this is Alan Bell, consulting with Central Health. We will use the services of a geotechnical engineer as needed as we adjust the sites to meet the design. So if we have any, you know, any new freestanding structures or anything that needs that information, as far as I know, we do not have existing geotech information on the site.
Salamero, Misty 11:07 Okay. Is there a site plan available?
McDonald, Stephanie 11:14 Possibly, and we can try to send that out.
Salamero, Misty 11:17 Okay, so if we can locate that, we will be sending it out as an addendum.
To NEMA, all three buildings are existing. Can the team clarify what new structural systems are envisioned for this project?
McDonald, Stephanie 11:41 Can you clarify structural systems? There are no existing building systems, for example. There are no, you know, there's nothing really functioning other than the actual shell of the buildings. We do not envision necessarily changing the footprints of the building shells.
But could we add things to them? Absolutely. I think some discussion about potentially even creating a courtyard and creating other potentially ways to link buildings together. We do recognize there's some significant ADA challenges. And so I think, I'm not sure exactly what is required.
what is being implied by structures, but there's a lot of different things that can happen, like we think, to the site and potentially to the buildings.
Salamero, Misty 12:37 Is there a desire to connect the buildings together with covered or enclosed walkways to allow patients to get from residential community buildings to clinical and support services within buildings one and two? Okay.
McDonald, Stephanie 12:50 Yes, potentially.
Salamero, Misty 12:58 And then now I'm going back to David's question. Could you please clarify the initial deadline for interest you mentioned that is required prior to the RFQ submittal deadline? So this RFQ has been active as of May 5th, 2026. We are now in the question and answer period. All questions from firms are due on Tuesday, June 2nd, 2026.
All questions will be formally answered by Central Health Procurement on Friday, June 5th, 2026.
Qualification statement submissions are due Friday, June 12th, 2026. And a week prior to the due date for submissions, we will be posting an additional meeting link for teams. And through that link, we will be hosting a public opening, which will be reading the firms, the names of the firms who have submitted qualification statements within the deadline.
S.
Back to the project team, is there an architectural space program available to proposers?
McDonald, Stephanie 14:14 I do believe we've attached a preliminary program in the scope of work. Is that right, Misty?
Salamero, Misty 14:22 I'll double check that and we will be posting this question and clarifying in the Q&A document.
McDonald, Stephanie 14:28 Yeah, it was included in what I sent you.
Salamero, Misty 14:30 Okay.
Will there be any lead or similar requirements for the project?
McDonald, Stephanie 14:40 Oh, I think it is our intention that we try to build to, I think it's Austin Energy Green Building, is it still Solberg, Alan and Shawn?
Lavin, Shawn 14:50 Correct. Yep.
Alan Bell 14:51 That's correct.
Salamero, Misty 14:58 Can you clarify if the geotechnical report, if required, would be a responsibility of the architect or if Central Health would procure this?
separate from this contract.
McDonald, Stephanie 15:11 I...
I think we would, we need to evaluate and we can answer that question in the formal response.
Salamero, Misty 15:20 Okay.
If anyone joins a little late, please add your name, your firm name, and whether your firm is a prime or sub-consultant to the chat. We are taking attendance.
And...
Rhonda, do we have access to this recording?
I'll see if I can.
post at least a transcription of the recording.
But mainly we're just lifting the questions and answers from it, which will be posted to Binet.
Are we going to have the vet hub requirements on this project? For this project, we are asking for a good faith effort. Central Health's goals for any vet hub or hub sub hub requirements are mainly on our construction contracts, not our design consulting contracts.
So the answer is no. It's a good faith effort.
We have this pre-qualification conference open until...
Noon. So we have about 9 minutes left. If no one has any other questions, you're free to go or, but the procurement team will be on standby until noon.
Thank you, everyone. Good afternoon.
McDonald, Stephanie 18:30 Thanks.
Rhonda Bly 18:32 Thank you.
Mike Cork 18:33 Thank you.
McDonald, Stephanie 18:35 Thanks, Misti.
Salamero, Misty 18:36 Thank you.
Michelle, yes, we will share the attendee list through an addendum on Binnet.
By the end of the week.
We have 5 minutes left in the meeting.
Like I mentioned, procurement will stay on to answer any other questions, but...
Everyone's free to leave if no other questions.
Schulwolf, Beth 22:52 Kit.
Salamero, Misty 23:36 It was stated earlier that the intent is to stay within the envelope of the three existing buildings. If there is a more function design recommendation that requires changing the overall envelope, will this be open to consideration?
Uh, Shawn or Alan, can you answer that question?
Lavin, Shawn 23:57 Yeah, I think expansion of the footprint of the building could be entertained based on the final selected program.
Salamero, Misty 25:40 We're at our two-minute mark and the meeting will be closed promptly at 12.
Okay, it is 12 o'clock and I will be closing the meeting.
Salamero, Misty stopped transcription
