About this file

This Addendum 1 to Solicitation TMD26-CFMO-0043373 is issued by the Texas Military Department for the Camp Maxey Roof Replacement project. The addendum, effective June 23, 2026, provides clarifications and additions to the original Invitation for Bid regarding the complete roof replacement of Building 1 at Camp Maxey. Key modifications include confirmation that contractors must remove and replace roof-mounted electrical conduit, piping, wiring, and associated components; raise existing roof curbs to a minimum of eight inches above the finished roof surface; install tapered or sloped insulation to provide positive drainage and eliminate standing water; extend or replace electrical connections serving rooftop equipment as necessary; and remove and install gutters, downspouts, drip edge, counter flashing, and new pipe penetrations with TPO wrap on all vent stacks. The original bid deadline is June 30, 2026, at 1:00 p.m. Central Time, with mandatory site visits previously scheduled for June 1, 2026.

Bond requirements have been established as follows: contractors bidding on contracts exceeding $100,000 must provide a Performance Bond in the contract amount, and contractors bidding on contracts exceeding $25,000 must provide a Payment Bond in the contract amount, with both bonds required within ten calendar days after award. A Bid Bond is not required. The addendum clarifies that no additional site visits or destructive testing, including roof core sampling, will be permitted beyond the scheduled site visits, and bidders must base their bids on provided solicitation documents and observations from scheduled visits. The Buy American Act does not apply to this solicitation; however, the Build America, Buy America Act must be followed to the extent applicable under federal law. Access to Camp Maxey requires a valid government-issued picture ID. The addendum includes sign-in sheets documenting attendance at the scheduled site visits and a question-and-answer document addressing fourteen contractor inquiries regarding project scope and requirements.
