This is Addendum No. 2 to an Invitation for Bids issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division on behalf of HHSC and the Department of State Health Services (DSHS) for condenser pump and motor installation services at Building 537 of the Texas Center for Infectious Disease in San Antonio, Texas. The scope of work includes arrival and safety procedures, pump and motor installation with proper alignment and coupling, electrical connections to existing power infrastructure, system startup and testing with verification of rotation and amperage, and daily cleanup and debris disposal. The mandatory on-site visit is scheduled for May 8, 2026, at 10:30 AM; questions and clarifications must be submitted by May 13, 2026, at 5:00 PM with responses posted by May 18, 2026; and all bids are due by May 25, 2026, at 10:30 AM. The contract term is effective upon award through August 31, 2026, with an optional one-year renewal extension at HHSC's sole discretion. Services must be performed Monday through Friday between 8:00 AM and 5:00 PM Central Time, with a four-hour response requirement for service calls and one-hour response for emergencies.
Bidders must submit firm, fixed pricing covering all labor, equipment, materials, supplies, and related expenses on Exhibit C, with potential annual adjustment using the Consumer Price Index formula if renewal periods are exercised. Required qualifications include a minimum of three years of relevant experience, with assigned personnel having at least two years of experience, and three verifiable references for similar services completed within the last three years. Insurance requirements include workers' compensation ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). All employees must comply with E-Verify requirements, and background checks must be conducted on all personnel prior to site work. The solicitation includes affirmative procurement preferences for Texas-based bidders and businesses owned by service-disabled veterans. The contract carries no guaranteed volume, usage, or compensation and remains subject to appropriations, availability of funds, and HHSC's termination rights.
