About this file
This is Addendum No. 4 to Invitation for Bids No. 304T-26-200A1 issued by the Texas Comptroller of Public Accounts, Statewide Procurement Division, for the procurement of tactical polo shirts for the Texas Department of Criminal Justice. The addendum extends the response due date from July 8, 2026, to July 13, 2026, and provides clarifications on specification requirements through a questions and answers section. The procurement specifies CornerStone CS410 proprietary brand polo shirts in light grey (Pantone COOL GRAY 6C) with 100% polyester 6.6 oz snag-proof fabric across seven size ranges totaling 30,000 units. The initial contract term runs through July 31, 2027, with four renewal options extending through July 31, 2030, plus one additional one-year extension option.
Addendum No. 4 provides critical clarifications regarding specification compliance and acceptance criteria. The procurement mandates exact compliance with specifications including Pantone COOL GRAY 6C color matching verified by electronic Pantone scanner with no tolerance range; flat knit collars with three-button plackets; dyed-to-match buttons matching the shirt color; three mic clips positioned at center placket and each shoulder; and fabric weight of exactly 6.6 oz with no variation acceptable. All responses must include an acknowledged copy of this addendum signed by an authorized representative, with failure to do so potentially resulting in disqualification. Respondents must submit current manufacturer's price lists and pricing on the mandatory price sheet with all prices firm and inclusive of a 1.5% Texas SmartBuy administrative fee, and price increases during renewals are limited to increases in manufacturer list pricing.

Questions and Answers IFB No. 304T-26-200A1 Title: Shirts, Polos
Question No.
Question Answer
The specification references Pantone Cool Gray 6C. Under the or-equal provision, will CPA accept a product described by the manufacturer as "Light Grey" that may not be an exact Pantone Cool Gray 6C match? Or must the Pantone scanner confirm an exact code match for the sample to pass evaluation?
The color must match Pantone Cool Gray 6C.
If an exact Pantone Cool Gray 6C match is required, will CPA provide any tolerance range (e.g., adjacent Pantone codes) that would still be considered acceptable?
No. This specification will remain the same.
A Pantone code tolerance range will not be acceptable.
The specification calls for a flat knit collar with a 3-button placket. Will CPA consider a button-down collar with a 3-button placket as an acceptable or-equal alternative?
No. This specification will remain the same.
A flat knit collar is required.
The specification requires dyed-to-match buttons. Will CPA accept buttons that are color-matched to the shirt but sourced separately by the manufacturer, as opposed to a dyed-to-match process?
Button color must match polo.
Per addendum 3, an electronic Pantone scanner will be used to verify the color code.
The specification requires three (3) mic clips — one at center placket and one on each shoulder. Must all three mic clips be present, or will a product with radio/mic compatible shoulders (without a center placket clip) be considered or-equal?
No. This specification will remain the same.
The specification requires 6.6 oz 100% polyester snag-proof fabric. Will CPA accept a fabric that is 100% polyester and snag-proof but varies slightly in fabric weight (e.g., 6.0 oz or 7.0 oz)?
No. This specification will remain the same.
