About this file

This is Addendum No. 1 to Invitation for Bids No. 304T-26-200A1 issued by the Texas Comptroller of Public Accounts, Statewide Procurement Division, for the procurement of tactical polo shirts for the Texas Department of Criminal Justice. The addendum extends the response due date from May 28, 2026, to June 9, 2026, and provides answers to 14 questions submitted by potential bidders. The procurement specifies CornerStone CS410 proprietary brand polo shirts in light grey (Pantone COOL GREY 6C) with 100% polyester 6.6 oz fabric and specialized features including tagless labels, flat knit collars, three mic clips, raglan sleeves, dual pen pockets, side vents, and drop tails. Estimated quantities total 30,000 units distributed across seven size ranges, with deliveries required to FOB Destination in Dayton, Texas. The initial contract term begins upon the Notice of Award and expires July 31, 2027, with four renewal options extending through July 31, 2030.

Key clarifications from the addendum confirm that partial shipments are acceptable if mutually agreed upon, contractors must accommodate both large batch orders and smaller frequent releases, and only the specified CornerStone CS410 brand will be accepted due to proprietary requirements—no substitutes or alternate brands are permissible. Samples are not required prior to award, and no printing, embroidery, or customizations are required. The addendum specifies that estimated quantities represent multiple orders throughout the year based on prior usage history and confirms that delivery delays require prompt written notice with continuous customer updates. Pricing must be firm and all-inclusive with a 1.5% Texas SmartBuy administrative fee, and contractors must maintain commercial general liability insurance of $500,000 per occurrence while providing a 90-day warranty or the manufacturer's standard warranty, whichever is longer, with free replacement of defective products within two weeks of written notice.
