About this file
This is Addendum No. 2 to Invitation for Bids No. 304T-26-071A1 issued by the Texas Comptroller of Public Accounts, Statewide Procurement Division, for the procurement of tactical polo shirts for the Texas Department of Criminal Justice. The addendum extends the bid opening date from June 9, 2026, to June 23, 2026. The solicitation requires 30,000 CornerStone CS410 proprietary brand tactical polo shirts in light grey with specific technical specifications including 100% polyester 6.6 oz fabric, tagless labels, flat knit collars, three mic clips, raglan sleeves, dual pen pockets, side vents, and drop tails. The shirts are needed across seven size ranges (Small through 4X-Large) with estimated quantities ranging from 1,000 to 8,000 units per size. All deliveries must be made FOB Destination to Dayton, Texas. The initial contract term commences upon the effective date of the Notice of Award and expires July 31, 2027, with four renewal options extending through July 31, 2030, and one additional one-year extension option thereafter. Respondents are required to acknowledge receipt of this addendum by signing and returning it with their response; failure to submit the signed addendum may result in disqualification.
Pricing must be firm and all-inclusive, with a 1.5% Texas SmartBuy administrative fee applying to all purchases through the online ordering system. Price increases during renewals are limited to increases in manufacturer list pricing using a specified formula. Bidders must submit a current manufacturer's price list and pricing per unit in U.S. dollars only on the mandatory price sheet. The procurement specifies a proprietary brand requirement under Texas Government Code Chapter 2155.067, restricting bidding to authorized vendors of the CornerStone CS410 product. Contractors must maintain minimum commercial general liability insurance of $500,000 per occurrence, comply with TDCJ security procedures, provide delivery within specified timeframes, and offer a 90-day warranty or the manufacturer's standard warranty, whichever is longer, with free replacement of defective products within two weeks of written notice. Respondents must satisfy extensive compliance certifications including non-delinquency in franchise taxes, equal employment opportunity practices, absence of felony criminal convictions among employees, and compliance with Texas-specific statutes regarding energy company boycotts, Israel boycotts, and firearm entity discrimination, as well as federal suspension and debarment status verification through SAM.
