Solicitation No. 405-26R0013180 seeks qualified flooring contractors to execute a comprehensive 100% turn-key flooring renovation including demolition of existing glue-down carpet and cove base trim, concrete slab preparation with adhesive residue removal, installation of 20 mil luxury vinyl tile (LVT) flooring with 5 feet by 7-inch plank dimensions, installation of rubber transitions at doorways and thresholds, and new carpet tile installation in designated areas. A pre-bid site visit was scheduled for May 1, 2026, at 11:00 A.M., and sealed bids were due electronically by 5:00 P.M. Central Time on May 20, 2026. Contract award was anticipated for May 27, 2026, with the contract term commencing upon execution and expiring August 31, 2026, with an option for DPS to extend for an additional six-month period. The addendum, effective May 8, 2026, provides answers to three submitted questions regarding site measurement opportunities (available only during the scheduled May 1 site visit), flooring specifications (Miliken Nordic Stories-Americas IGD94-59 Norse/Isograd 50x50 for carpet tile and Surplus Building Materials Rome SPC/Vinyl Plank with Pad for LVT), and measurements for a locked office space (not available).

Bidders must submit pricing on a mandatory pricing schedule on a no-minimum, as-needed basis with no guaranteed minimum compensation. Performance bonds are required for contracts exceeding $100,000, and payment bonds are required for contracts exceeding $25,000. All work must be performed during off-business hours with minimal disruption to the occupied facility and must comply with all applicable local, state, and federal codes and regulations, including OSHA requirements. Prevailing wage rates apply under Texas Government Code Chapter 2258. All bidders must submit a completed HUB Subcontracting Plan demonstrating good faith effort to comply with state Historically Underutilized Business (HUB) requirements. Evaluation will follow the best value standard under Texas Government Code Section 2156.007, considering past performance through the Vendor Performance Tracking System. Contractors must respond to warranty calls within 48 hours and complete defective product replacement within 30 days, with a 10% retainage withheld from final payment until all work is accepted and warranty documentation is provided.
