About this file
This is a vendor information exhibit for the Texas Department of Public Safety (DPS) Online Bid Room, providing guidance for vendors submitting responses to solicitations through the state's electronic bidding system. The document outlines the optional use of the DPS Online Bid Room for submission of solicitation responses, emphasizing that vendors must comply with all terms, conditions, and requirements specified in the solicitation package regardless of submission method. The exhibit provides a two-step registration process: vendors must first register at https://texasdps.appianportalsgov.com/vendor-management to obtain login credentials within two business days, then use those credentials to access the bid room, review opportunities, and submit responses electronically by the specified due date and time. The document stresses that late submissions are not accepted and that vendors should allow sufficient time for the registration process prior to the response deadline.
The exhibit clarifies that technical difficulties or delays experienced through the DPS Online Bid Room do not constitute grounds for protesting a contract award and that submission confirmation through the system satisfies receipt requirements without need for additional confirmation. DPS provides vendor support resources including a vendor user guide, frequently asked questions, online tutorials, and direct support contact information to assist vendors in navigating the registration and submission process. The document directs vendors to review the complete solicitation package and contact the identified point of contact with any solicitation-specific questions, ensuring vendors understand all requirements before submitting their responses.
