About this file
This Addendum 1 Notice document, issued April 30, 2026, by the Texas Workforce Commission (TWC) Procurement Services, supplements Invitation for Bids (IFB) No. 3202600146 for rehabilitation supplies serving vocational rehabilitation customers. The procurement encompasses eight product categories including Braille watches and clocks, orientation or navigational aids for the disabled, specialized cooking and housekeeping aids, training and recreational aids, vision impaired mobility devices and equipment, check writing guides for the writing disabled, Braille labeling materials, and blind teaching and training equipment and supplies. A Pre-Solicitation Conference was held on April 29, 2026, at 2:00 PM Central Time, with one attendee from ClensMedix listed in the conference documentation. The deadline for submitting written questions was April 29, 2026, at 5:00 PM Central Time, with a courtesy VetHUB Subcontracting Plan (HSP) review deadline of May 6, 2026. Bids are due June 3, 2026, by 10:00 AM Central Time, with an anticipated contract notice of intent in August 2026 and a contract start date of August 2026, followed by an initial one-year term with up to four optional one-year renewals plus potential extension for one additional year.
Bidders must submit pricing as percentage discounts off catalog list prices on a firm, fixed basis with net pricing including statewide delivery under FOB Destination terms without additional charges for delivery, handling, or fuel surcharges. The VetHUB Subcontracting Plan is a mandatory pass/fail requirement with a state goal of 5.28 percent utilization for all bidders, regardless of certification status. Bidders must complete either Method A (using only VetHUB subcontractors to meet the goal) or Method B (notifying at least three certified HUB vendors for each service or good subconstracted and two trade or development centers at least nine days prior to bid submission). All respondents must submit monthly Progress Assessment Reports (PAR) to TWCHUBInfo@twc.texas.gov by the 5th of each month to verify HSP compliance and document expenditures. Historical compensation for similar contracts is approximately $350,000 annually, though TWC reserves the right to adjust this amount based on available funding and makes no guarantee of volume or total compensation. Any modifications to the approved HSP after contract award require prior written approval from TWC HUB department, with violations subject to enforcement remedies up to and including debarment from state contracting.
