About this file
This document is vendor information guidance for the Texas Department of Public Safety (DPS) Online Bid Room submission process. The file provides instructions for vendors interested in submitting responses to state solicitations through the DPS Online Bid Room electronic system. The submission process requires vendors to register in advance through the online portal at https://texasdps.appianportalsgov.com/vendor-management, with registration taking up to two business days to receive login credentials. Use of the DPS Online Bid Room is optional, and vendors may submit responses through alternative methods identified in specific solicitation packages. All responses must be submitted in the form and manner specified in the solicitation package by the stated response due date and time, with late submissions not accepted under any circumstances.
The document emphasizes that technical difficulties or delays in the optional online registration process do not constitute valid grounds for protest of a contract award. Vendors are advised to allow sufficient time for the registration process to ensure timely bid submission. Electronic submissions through the DPS Online Bid Room receive automated submission confirmation through the system, eliminating the need for additional receipt confirmation. The DPS provides vendor support resources including an online tutorial, vendor user guide, frequently asked questions, and direct support contact information to assist vendors in navigating the electronic bidding process and understanding solicitation requirements.
