About this file
This document is Addendum No. 1 to a Request for Proposals issued by the Texas Department of Transportation Houston District for continued near road air quality monitoring services during construction for the North Houston Highway Improvement Project (NHHIP), CSJ 0912-00-146, with Solicitation No. 601CT00000006408. The project requires air quality monitoring at two locations: one in NHHIP Segment 2 and one in NHHIP Segment 3, with monitors to be positioned within 200 feet of the NHHIP corridor, potentially at Houston ISD schools, subject to State approval. The selected consultant must provide their own monitoring equipment for each segment. The contract term is four calendar years covering four fiscal years of monitoring, with air monitoring expected to commence one year prior to construction in each segment. Segment 3 construction is projected through 2038, though this contract only covers the initial four-year period; additional monitoring beyond this timeframe would require a new contract. Segment 2's current construction let date is August 2031.
The position of Field Scientist requires an associate or bachelor's degree, with relevant experience in collecting and handling air quality samples, maintaining equipment, and following EPA protocols. Respondents must acknowledge receipt of this addendum by attaching a signed PDF to the proposal cover sheet when completing the submission for Attachment 1 in Bonfire. No escalation of hourly rates is permitted for future years. The addendum removes all Historically Underutilized Business (HUB) compliance requirements that were previously mandated, including the 26 percent good faith effort goal and associated solicitation methods. Respondents with subcontracting intent must complete Sections 1, 2, 4, and Method A/Attachment A of the revised Subcontracting Plan; those self-performing must complete Sections 1, 3, and 4. Respondents are encouraged to identify and solicit service-disabled veterans (VetHUBs) as subcontractors. Failure to complete the Subcontracting Plan will result in non-compliance determination and rejection of the proposal submission.

Questions / Responses:
Question 1: Where can I find the SOW including locations?
Response 1: You can find the SOW on Attachment B (Page 49 of RFP) and Attachment B APPENDIX -1 (Page 53 of RFP).
At this moment only the first monitor location is known. Review Attachment B -Task 3 as it mentions the following: The air monitoring system will consist of one location in NHHIP Segment 2, and one location in NHHIP Segment 3. The monitors will be located within 200 feet of the NHHIP corridor, potentially at Houston ISD schools. The location of the monitors will be subject to the State’s approval.
Question 2: The RFP requires an associate or bachelor's degree for the field scientist position. Will TX DOT accept extensive relevant experience in lieu of a degree?
Response 2: No. As per Part II in the RFP the Field Scientist requires an associate or bachelor’s degree.
Experience in collecting and handling air quality samples, maintaining equipment, and following EPA protocols is needed.
Question 3: Can the current NR-AQM-01 air monitoring site be used for monitoring Segment 3 or is a different location preferred for this segment? In the latter case, please indicate the area of interest and if any permits are required for using the property for this purpose.
Response 3: The awarded consultant will provide their own monitoring equipment for each segment during the timeframe of their contract. We expect to continue to use the monitor location for Segment 3 barring unforeseen circumstances. For more details see Response 1.
Question 4: Does TxDOT have a preferred location for monitoring Segment 2? If yes, please indicate the area of interest and if any permits are required for using the property for this purpose.
Question 5: Is the duration of all air monitoring services under this RFP 4 years (FY27 to FY30) or 5 years (FY27 to FY31), considering FY27 starts on September 1, 2026 (TxDOT fiscal year).
Air monitoring is expected to continue throughout the construction of this project, which will exceed the timeframe of the contract. Contract is awarded for four calendar years, that will cover four fiscal years of monitoring. Monitoring beyond the timeframe of the contract would require a new contract.
Question 6: (RFP/Appendix B): Is the duration of actual air monitoring for this segment 4 years (September 1, 2026 to August 31, 2030)?
Response 6: No. Segment 3 has multiple projects, and air quality monitoring is needed throughout the construction of all of the Segment 3 projects. Completion of construction for the entire Segment 3 is currently 2038.
Question 7: (RFP/Appendix B): Is the duration of actual air monitoring for this segment 3.5 years (March 1, 2027 to August 31, 2030)?
Response 7: Air monitoring is expected to start one year prior to construction in each segment. Segment 2 current let date is August 2031.
Question 8: Can the HUB requirement in RFP/Part IV be waived? The HUB program was eliminated on December 2, 2025 (refer to the Texas HUB Program Eliminated: Essential Steps for Contractors - Bold Entity).
Response 8: See below Civil Right Division amendment regarding HUB requirement/ RFP Part IV
Question 9: Will any escalation of the overall hourly rates be allowed for future years?
Response 9: No
