About this file
This document is an Attachment 6 – Firm and Team Experience submission form for a state and local contract opportunity in Texas. The attachment provides instructions and evaluation questions for proposers to demonstrate their qualifications and experience relevant to an air quality monitoring project. Proposers must respond to seven questions addressing their firm's experience with long-term, large-scale air monitoring projects that comply with EPA regulatory monitoring protocols and Quality Assurance Project Plans (QAPPs); emergency shutdown protocols and equipment security measures; monitoring downtime prevention procedures; approaches to communicating technical air quality findings to the public; methodologies for identifying exceedance sources; experience selecting appropriate monitoring locations; and the roles and responsibilities of the proposed project team beyond the core positions of Supervisor, Air Quality Scientist, and Field Scientist. Project experience must have been completed within ten years of the RFP date, with at least one example from the past five years, and the same project may be referenced multiple times if relevant to multiple questions.
Proposers are limited to three project examples for the primary experience question and must restrict responses to one page per project for questions two through seven. The submission format and page limits are designed to ensure concise, comparable responses across all bidders. The project team composition includes seven full-time equivalents (FTE). No specific pricing information, set-asides, incumbency status, funding sources, or contract term details are provided within this attachment; these elements would be detailed elsewhere in the RFP documentation.

4. Respond to questions in specified format and limit responses to one page per project for Questions No. 2 through No. 7.
QUESTIONS
1. Describe your firm’s experience on completed projects that required long-term (two plus years), large-scale air monitoring efforts which required compliance with EPA regulatory monitoring protocols and a Quality Assurance Project Plan (QAPP). Please include information regarding monitoring methodologies and monitoring conditions. If long-term project experience cannot be provided, please describe your firm’s experience on shorter-duration projects using the above criteria. Do not exceed three project examples, with at least one project completed within the last five years. Limit responses to one page per project.
2. Describe shutdown protocols that would be followed if emergencies occurred. What safeguards will be put in place to secure the equipment and prevent tampering from unauthorized access?
3. How is monitoring downtime prevented? What is the procedure for making up for monitor downtime?
4. How would the project team approach presenting technical air quality findings during public involvement?
5. Describe your methodology for determining likely sources of exceedance(s).
6. Describe your experience with identifying applicable monitoring locations.
