About this file

This document is a Question and Answer summary from the Texas Department of Licensing and Regulation regarding the Historically Underutilized Business (HUB) Subcontracting Plan (HSP) requirements for Request for Proposals No. 452-2026-0004 for Lottery Drawings CPA Services. The RFP was issued on February 18, 2026, with a mandatory pre-proposal conference held on March 5, 2026, and a proposal due date of April 14, 2026, at 4:00 p.m. Central Time. The project requires a qualified accounting firm to provide independent auditor services for the Texas Lottery's drawing operations, with a minimum of ten certified public accountants licensed by the Texas State Board of Public Accountancy to witness and certify lottery drawings six days per week across multiple time blocks at the Texas Lottery headquarters located at 1801 Congress Avenue, Austin, Texas. The contract term begins upon execution and continues through August 31, 2027, with options for renewal for up to two additional two-year periods.

All proposers must submit a completed HUB Subcontracting Plan with a mandatory 23.70 percent HUB participation goal for professional services in compliance with 34 Texas Administrative Code Sections 20.281 through 20.298. The Q&A document clarifies that the bid open date in the HUB Subcontracting Opportunity Notification Form should reflect the proposal due date of April 14, 2026, and that Items 4 and 5 of Section C apply to all contracts, including non-construction contracts. Item 5 specifically refers to the designated location, whether physical or electronic, provided to HUB subcontractors and trade organizations for reviewing contract specifications. All communications regarding the RFP and HUB Subcontracting questions must be directed to Contract Specialist Tammy Williams as the sole point of contact.

PRE-PROPOSAL CONFERENCE QUESTIONS AND RESPONSES –

March 5, 2026

No HSP questions were received during the conference.

WRITTEN QUESTIONS RECEIVED BY DEADLINE FOR PROPOSALS

1. It was mentioned in the pre-proposal meeting that a one-on-one meeting to review the Hub

Subcontracting Plan (HSP) is an option prior to the March 30, 2026, deadline. Do we submit a request for a meeting to review our HSP to the Contract Specialist, Tammy Williams or can we contact the HUB Coordinator directly to schedule a one-on-one meeting?

RESPONSE: Section 2.1.1 of the RFP states that Tammy Williams is the sole point of contact for all communications regarding this RFP which includes any questions related to HUB Subcontracting.

2. On the HUB Subcontracting Opportunity Notification Form, Section B, should the Bid Open Date reflect the RFP response due date of April 14, 2026, or the RFP release date of February 18, 2026? We currently listed April 14, 2026, but would appreciate confirmation.

RESPONSE: Bid open date is the date Proposals are due.

3. Also, in Section C, Items 4 and 5, we marked “Not Applicable.” Our assumption was that these items do not apply because this is not a construction contract, the HUB subcontractor would not have a bonding requirement, and a location for reviewing plans is therefore not applicable.

Please let us know if that understanding is correct.

RESPONSE: Items 4 and 5 apply to all contracts. Item 5 refers to the designated location, whether physical or electronic, that is provided to the HUB subcontractors and trade organizations for the purpose of reviewing the contract specifications.
