About this file
This is Solicitation Addendum No. 1 for electrical services issued by the Texas Health and Human Services Commission (HHSC) for work at San Antonio State Hospital and San Antonio State Supported Living Center. The solicitation, numbered HHS0016827v2, pertains to electrical services requiring licensed Journeyman Electricians or higher qualifications as specified in section 7.1.5 of the IFB documentation. An optional on-site jobsite walkthrough was scheduled for February 9, 2026, at 10:00 a.m., with a solicitation response due date of February 26, 2026, at 10:30 a.m. The addendum includes a sign-in sheet documenting attendance at the facility walkthrough and identifies HHSC staff and bidder representatives present during the site visit.
The addendum addresses clarifications regarding personnel qualifications and pricing, specifically prohibiting the addition of apprentice electrician pay scales to the pricing sheet and requiring all work to be performed by licensed Journeyman Electricians or higher. The estimated cost range for the project cannot be disclosed as it constitutes part of the confidential bid budget. Respondents are required to acknowledge receipt of this addendum by signing and returning the PCS 121 Addendum Acknowledgement Form with their solicitation response or by emailing the signed form to pcsbids@hhsc.state.tx.us prior to the due date, with failure to do so potentially resulting in disqualification. Solicitation exhibits and additional documentation are available through the ESBD platform at txsmartbuy.gov/esbd/HHS0016827v2 or directly from the purchasing agency.
