About this file
This is Addendum #1 to RFP 2026-1172 issued by Texas Tech University's Office of Procurement Services on January 30, 2026, clarifying the contracting structure for welding services. The addendum addresses a critical question regarding whether the university intends to station a full-time contractor on campus or operate under a service agreement structure. The response confirms that Texas Tech University seeks to contract with service providers under a master service agreement rather than requiring an on-site, full-time contractor presence. This clarification is essential for proposers to understand the engagement model and structure their proposals accordingly. All proposers must acknowledge receipt of this addendum by noting it on their proposal forms to ensure compliance with the solicitation requirements.
This addendum does not introduce new pricing terms, set-asides, or funding requirements but serves as a clarification document to the original RFP specifications. The confirmation that services will be procured under a master agreement model allows proposers to plan resource allocation and staffing strategies appropriate for an on-call, as-needed service delivery approach rather than dedicated on-site staffing. Proposers should adjust their cost structures and operational plans accordingly to reflect the service agreement model for welding services supporting Texas Tech University's main campus in Lubbock and satellite locations.
