About this file

This is an Amendment of Solicitation (A-001) issued by the Texas Department of Criminal Justice Contracts and Procurement Department for Solicitation No. 696-HR-26-P030, effective January 28, 2026. The amendment addresses mediation services for TDCJ employees across all offices and facilities throughout Texas, with an estimated 350 mediations annually. The amendment deletes Section M.2.A regarding Minimum Qualifications and renumbers remaining paragraphs. Respondents must acknowledge receipt of this amendment prior to the proposal submission deadline through completion and return of the amendment document, acknowledgment on each proposal copy, or separate written communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in proposal rejection. The amendment provides clarifications to ten questions submitted by prospective respondents regarding service delivery requirements and insurance specifications.

Key clarifications provided in the amendment include confirmation that mediation services will be required for all TDCJ locations statewide, an incumbent exists for this RFP, and the agency has not previously conducted online mediations, leaving the format mix between in-person and virtual delivery (via platforms such as Zoom) undetermined at this time. Subcontractors must be identified and listed prior to award per Section H.2. Regarding insurance requirements, TDCJ is conducting research into "Civil Rights Liability Insurance" and "Commercial Criminal Liability Insurance" specifications, which may have alternative names or be characterized differently in the insurance industry. The agency indicated insurance requirements will be discussed during negotiations with all qualified respondents and requested that bidders include any exceptions to insurance requirements in their proposals.
