About this file
This is Addendum No. 6 to Request for Proposal 2025-085 issued by the City of Waco, Texas Financial Services Department for diesel fuel deliveries. The addendum revises the contract duration and removes the firm pricing option from the original solicitation. The City of Waco seeks qualified vendors to supply No. 2D Ultra Low Sulfur diesel fuel (ASTM D975 specification) with an estimated annual requirement of 631,696.30 gallons for delivery to three primary locations: Fleet Services, Public Works Solid Waste Division, and Waco Transit. The contract term is twelve months commencing April 6, 2026, with options to renew for four additional one-year periods, subject to City Council approval. Proposals were due February 17, 2026, at 2:00 p.m., with opening immediately following. Award notification was anticipated by February 23, 2026. Deliveries must occur within eight hours of notification, including holidays and weekends, and vendors are responsible for all spillage cleanup in accordance with EPA and State of Texas guidelines.
Vendors must provide pricing using the Rack Plus model based on daily PADD 3 terminal pricing plus a constant markup, as the firm pricing option has been removed by this addendum. Evaluation criteria include price (40 points), supply adequacy (15 points), fuel measurement reconciliation processes (15 points), prior experience (10 points), delivery capability (10 points), and emergency fueling capacity (10 points). Vendors must maintain business automobile liability insurance with a combined single limit of $2,000,000, furnish all labor, supplies, equipment, and machinery at their own expense, and provide three independent product quality tests annually. The vendor must describe standard fuel testing procedures, any quality issues experienced in the past 24 months, and remedies available for customers receiving deliveries with quality problems. All miscellaneous charges, including trip charges, fuel surcharges, delivery fees, and service fees, must be disclosed. The City of Waco is exempt from federal excise and state sales taxes and reserves the right to accept the bid from the most qualified contractor that best meets the City's needs rather than automatically awarding to the lowest-priced response.
