About this file

This is Addendum No. 5 to RFP 2025-085, issued by the City of Waco Financial Services Department in Waco, Texas, for diesel fuel deliveries to support city fleet operations. The RFP seeks qualified vendors to supply an estimated 631,696 gallons annually of No. 2D Ultra Low Sulfur diesel fuel delivered to two primary locations: 324 Colcord Ave (300,000 gallons annually) and 11400 Old McGregor Road in Woodway (275,000 gallons annually). Deliveries are required within 24 hours of notification during working hours defined as 7:30 a.m. to 5:00 p.m., Monday through Saturday, inclusive of holidays. The contract is a 24-month initial term commencing April 6, 2026, with options to renew for three additional one-year periods subject to City Council approval. The bid submission deadline and opening were scheduled for February 17, 2026, at 2:00 p.m. Central Time, with award notification anticipated by February 23, 2026. Addendum 5 provides responses to 73 contractor questions and clarifies multiple requirements from the original RFP.

Key revisions in Addendum 5 include removal of the Alternate Pricing Option for Firm Price, confirming that bid bonds are not required for this project, and clarification that pricing shall be based on OPIS Constant Daily Average Rack Pricing (10:00 a.m. Contract Average) for PADD 3. The addendum confirms that the current vendor is Casey's (formerly Fikes), which has held the contract for five years, and specifies that average delivery size will be 7,500 gallons per location with no split deliveries required. Invoices are required for each delivery and should be submitted via email as the preferred method. The City will use FuelMan fleet fuel cards for emergency fueling at local retail stations, and vendors are not required to maintain a 24/7 facility but should outline their emergency fueling capabilities in their proposals. Material Safety Data Sheets will satisfy the City's requirement for refiner's specifications, and Form 1295 will be required only after vendor selection. Previous bid tabulations, sample invoices, bills of lading, and the current contract with Casey's are attached to this addendum for bidder reference.
