About this file

This is a sample veterinary services contract between the Texas Racing Commission (TXRC) and a contractor providing comprehensive veterinary medical services across four licensed horse racetracks: Gillespie County Fair, Retama Race Park, Lone Star Park, and Sam Houston Race Park. The contract is a blanket agreement requiring licensed veterinarians to perform critical services including pre-race soundness inspections, equine health assessments, morning workout monitoring, live race oversight, test barn activities, and consultations with licensees. The contract term runs from September 1 through August 31 annually, with renewal options available on the same terms and conditions, subject to mutual written agreement of changes. All work assignments and scheduled hours are determined solely by the Chief Veterinarian, Dr. Steve Bond, or Deputy Executive Director of Operations, Aaron Grigsby. Services must comply with the Texas Racing Act, Texas Rules of Racing, and all applicable agency policies and procedures.

The fixed hourly rate for all active veterinary services is $125 per hour, with compensation limited to time actively engaged in field work; travel time, on-site resting periods, and meal breaks are excluded from billable hours. The contract does not provide monetary compensation for travel, mileage, vehicle rentals, flights, or lodging, though emergency medication costs used during racehorse treatment will be reimbursed and become TXRC property remaining at the administered track. Payment is processed bi-monthly with detailed time sheets submitted to Dr. Bond for approval before invoices are sent to payables. The contract is capped at $150,000 per fiscal year unless Executive Director approval is obtained, and unused funds are automatically cancelled at term end. Contractors must maintain active licensure with the Texas Veterinary Medical Board and all federal, state, and local requirements, provide a statement of good standing upon renewal, complete cybersecurity training, sign IT policies and data use agreements, maintain $1,000,000 liability insurance, and acknowledge conflicts of interest policies. This contract does not guarantee employment extension beyond its term.
