About this file
This Addendum #1 to RFP 809-26-0003, issued by the State Preservation Board of Texas on January 12, 2026, provides clarifications and supplementary information for the Texas State Capitol North Entrance Door Operator Replacement project. The addendum addresses six key questions submitted by potential respondents regarding technical specifications, site conditions, work logistics, and qualification requirements. Critical clarifications include confirmation that new operator pivots will not change the existing top pivot points of the doors, acknowledgment that historic terrazzo exists beneath the current mat and will require clean cutting to minimum necessary dimensions for the new operators, and notification that historic masonry and plaster work exists on the underside of the doors. The addendum specifies that ideally one door will remain operational during construction; if not feasible, the State Preservation Board will provide staff to maintain ADA access. Work area availability is unrestricted, though after-hours work after 8:00 p.m. requires advance notice to arrange additional security personnel. The addendum references Section 1.5 of the RFP for minimum qualifications and experience requirements and includes sign-in sheets from the optional pre-proposal site visit held on January 6, 2026. The proposal submission deadline remains January 16, 2026, at 2:00 p.m. Central Time.
The addendum does not address pricing, set-asides, or funding information, as these matters are covered in the primary RFP documentation. All technical and logistical details provided are essential for contractors bidding on this historic preservation project to accurately scope work and develop realistic project plans and budgets. Contractors must maintain compliance with historic preservation standards while completing demolition, installation, electrical work, and structural modifications required for the new Record USA C127X center pivot automatic door operators.

REQUEST FOR PROPOSALS (RFP)
809-26-0003 Texas State Capitol North Entrance Door Operator Replacement
Addendum #1 Date issued: 1/12/26
Addendum Item 1: To answer questions received from potential respondents for clarification.
Questions and Answers
1. Q: Will the new operator pivots change the top pivot point of the doors?
A: No. The doors will continue to pivot on their hinges. The custom sliding arm at the bottom of the door accommodates the varying pivot points.
2. Q: There is terrazzo under the mat, correct? Will the terrazzo be affected?
A: Yes, there is historic terrazzo underneath the mat. It was roughly cut back in the 1995 operator upgrade, with impacted areas hidden under the mat. More removal will be required to make room for the new operators. Terrazzo should be cleanly cut to the minimum required to complete the work; all removal should fall under areas covered by the mat and threshold, no patching is expected.
3. Q: Will the historic masonry and plaster work be on the under side of the door?
A: Yes.
4. Q: Will the entire area around the door be closed off during the work?
A: Ideally one door would be left operational. If that is not possible, other arrangements will be made by SPB to staff the doors to provide ADA access during door down time.
5. Q: What are the working hours?
A: The work area can be made available anytime, though after-hours work (after 8 pm, generally) will require advance notice to provide additional Owner’s security staff at any open door.
6. Q: What experience or certification is required for the project?
A: Please see section 1.5 Minimum Qualifications and Experience in the RFP.
Addendum Item 2: To provide the sign in sheets from the optional pre-proposal site visit.
