About this file
This is Addendum No. 1 to an Invitation for Bids (IFB) issued by the Texas Workforce Commission (TWC) for Caller Name Optimization Services (IFB No. 3202600116), dated December 12, 2025. The addendum addresses respondents' questions regarding service scope and implementation requirements. TWC is seeking to optimize its caller name services across its telecommunications infrastructure, which currently processes approximately 120,000 outbound calls monthly through over 3,200 phone numbers in the TWC database. The solution must manage 23 unique display names currently associated with these phone numbers and work with the existing AT&T carrier calling platform. Key services include caller name registration, onboarding, CNAM updates, Do-Not-Originate (DNO) designation, and ongoing monitoring across these phone numbers. The specific phone numbers requiring optimization will be disclosed to the successful bidder following contract award. Respondents must acknowledge receipt of this addendum and submit the signed acknowledgment with their bid response by the December 16, 2025 deadline at 10:00 a.m. Central Time. The initial contract term is one year from the fully executed date, with TWC holding options to renew for four additional one-year terms.
Bidders must submit electronic responses to VendorProposals@TWC.TEXAS.GOV and complete required forms including the Execution of Bid (Form 1), Financial Questionnaire (Form 3), and Substitute W-9 and Direct Deposit Form (Form 4). Pricing must be provided using the Cost Proposal format (Form 2) with all-inclusive monthly and annual costs, with pricing remaining firm throughout the contract term. The contract will be awarded to a single successful bidder with no guaranteed volume or compensation commitments. Potential liquidated damages of up to 2 percent of total service costs may be assessed for non-performance, with a 10-day cure period provided. Bidders must possess an Employer Identification Number (EIN) prior to contract award and disclose any financial interests in proposed subcontractors. The procurement does not include specific HUB subcontracting opportunities or set-aside designations for disadvantaged enterprises. Contract award is contingent upon continued legislative funding availability, and TWC reserves the right to cancel, make partial awards, or decline awards at its sole discretion.
