About this file
Addendum No. 3 is a procurement modification document issued by the City of Huntsville, Texas, for the N.B. Davidson Wastewater Treatment Plant Expansion and Improvements project (RFP 26-04). The project seeks Sequencing Batch Reactor (SBR) equipment manufacturers to expand the facility's peak 2-hour flow capacity from 4.0 MGD to 6.5 MGD while maintaining an annual average daily flow of 1.6 MGD. The project scope includes an influent lift station with four submersible pumps, headworks with two fine screens, a vortex grit removal system, four SBR basins, disk filters, and ultraviolet disinfection equipment. The original proposal submission deadline was January 13, 2026, at 2:00 p.m. Central Standard Time, requiring five bound copies and one digital PDF copy. A non-mandatory pre-bid conference was scheduled for December 2, 2025, at 10:00 a.m., with a question submission deadline of December 10, 2025, at 4:00 p.m. and responses posted by December 15, 2025. Proposals must include an introductory letter, design approach, task breakdowns, schedule, qualifications, QA/QC approach, and documentation of similar work experience.
The estimated project cost is approximately $2,550,000, with no explicit set-aside designations for disadvantaged enterprises noted in the original solicitation. Proposers must demonstrate compliance with multiple state regulations, including SAM verification, Conflict of Interest Questionnaire, Certificate of Interested Parties Form 1295, current Certificate of Insurance naming the City of Huntsville as additional insured, Israel boycott prohibitions, Iran/Sudan/Foreign Terrorist Organizations compliance, firearm verification, and energy company non-discrimination requirements. The project will be evaluated using selection criteria with up to 25 additional points from oral interviews. The City reserves the right to reject any or all bids and will proceed to negotiate sequentially with ranked proposers until an agreement is reached.
